VILLAGE OF EXETER – MINUTES NOVEMBER 7, 2023 The regular meeting of the Exeter Village Board was convened in open and public session on Tuesday November 7, 2023 at 7:00 pm at the Exeter Village Office. Notice of the meeting was given by posting 10 days prior at the Exeter Village Office, Post Office, and Generations Bank. Chairperson Alan Michl called the meeting to order. Board members present upon roll call were: Alan Michl, Justin Harre, Bob Mueller and Kim Gloystein. Jim Anderson was absent. Clerk Becky Erdkamp recorded the minutes. Chairperson Michl noted that a copy of the Nebraska Open Meetings Act is available in the Village Office for public inspection and review. Visitors present included: Brenda Motis, Sharon Dyer, Brian Brandenburgh, Shaundee Graham and Dave Polak. Minutes from the previous meeting were reviewed and approved without correction. An accounts payable listing was presented for approval. Harre moved and Mueller seconded the motion to approve invoices as presented. All present voted aye. The building will be 8’ X 12’ and look similar to the Sr. Center. Jorge Real will pour the cement for it to be placed on. Fillmore County Zoning has approved a building permit. Insurance will be added once the structure is complete. Mueller moved and Michl seconded the motion to approve the donation of the storage shed. All present voted aye. Fillmore County Zoning Administrator, Shaundee Graham presented a Lot Split for Lots 64, 65 & 66 of Gilbert’s First Addition, Exeter, Nebraska. The land has been surveyed and will split into two parcels. The County has recommended the split. Brian Bradenburgh of BSE Affordable Homes LLC explained why he would like to split the property. His plans are to either sell the vacant portion of the lots or to build on it. It was noted that there is a sewer line that goes underneath the property. Mueller moved and Gloystein seconded the motion to approve the Lot Split. All present voted aye. Shaundee Graham reviewed the updated Fillmore County Comprehensive Plan. Discussion was held on the changes that affect the Village of Exeter. The Fillmore County Board of Supervisors has approved the plan and maps. Michl introduced Resolution 23-05 to approve the Fillmore County Comprehensive Plan. Harre moved and Gloystein seconded the motion to approve Resolution 23-05. All present voted aye. Discussion was held on opening a Money Market Account and/or CD at Generations Bank to deposit Rescue Unit fundraising donations. Michl moved and Harre seconded the motion to open accounts as needed for donations. All present voted aye. Rescue Captain Alan Michl, Clerk Becky Erdkamp, Rescue Billing Treasurer John Mueller and Fire/Rescue Treasurer Tim Wilbeck will have their names on the account. Clerk Erdkamp will do the bookkeeping for the account. Discussion was held on the continued use of safe melt on the downtown sidewalks. Mueller will ask Exeter Lumber to order another pallet for use by downtown business owners and residents. The Village will continue to pay for the safe melt. No Marshal’s Report was presented. The board discussed messages/complaints left on employees’ personal cell phones. A dog complaint has been received and forwarded to local and county officers. An anhydrous tanker parked on railroad right of way was discussed. The state patrol stated that if it is five feet off the roadway there is nothing that can be done about it. John Mueller presented the Maintenance Report. Water has been hooked up at the Highway 6 water main project. Samples have been submitted. He will obtain estimates for new UTV’s. Becky Erdkamp presented the Clerk’s Report. Keno receipts for September were $202.04. Sales tax receipts for August were $10,506.97. Kayti Sudrla and Jenn Nicholas have volunteered to be on the Library Board beginning next month. The Exeter Community Club will be decorating doors for the holidays for $25.00. The board instructed Erdkamp to have the doors decorated and pay with Keno Community Betterment funds. A brief discussion was held on cargo containers in town. Village zoning ordinances prohibit them being placed in residential areas. The next meeting will be held on Wednesday December 6th at 7:00 pm. The meeting adjourned at 7:50 pm. Becky S.
