VILLAGE OF EXETER MINUTES May 4, 2022 The regular meeting of the Exeter Village Board was convened in open and public session on Wednesday, May 4, 2022, at 7:00 pm at the Exeter Village Office. Notice of the meeting was given by posting 10 days prior at the Exeter Village Office, Post Office, and Generations Bank. Chairperson Alan Michl called the meeting to order. Board members present upon roll call were: Alan Michl, Justin Harre, Bob Mueller and Kim Gloystein. Jim Anderson was absent. Clerk Becky Erdkamp recorded the minutes. Chairperson Michl noted that a copy of the Nebraska Open Meetings Act is available in the Village Office for public inspection and review. Visitors present included: Jennifer Slezak and Rhonda Stokebrand. Minutes from the previous meeting were reviewed and approved without correction. An accounts payable listing was presented for approval. Harre moved and Mueller seconded the motion to approve invoices as presented. All present voted aye. Approved invoices as follows: Ameritas Life Insurance Corp, $1,208.85; Bi-Versal Services, LLC, 146.00; Black Hills Energy, 784.70; Capital One, 1,557.25; EFTPS, 3,353.16; Ekeler Repair, 279.40; Erdkamp, Rebecca, 100.00; Exeter Lumber, LLC, 660.07; Farmers Cooperative, 148.10; Greg’s Market, 97.87; HBE LLP, 7,500.00; Hometown Leasing, 112.41; JEO Consulting Group, 1,300.00; Kopchos Sanitation, 56.00; Leesa Bartu Designs, 240.00; Mueller, John, 150.00; NE Dept of Revenue, 358.80; NE Dept of Revenue, 1,110.50; Nebraska UC Fund, 39.13; Perennial Public Power District, 2,687.81; Salaries, 9,525.00; Seward County Independent, 447.32; Sudrla, Patty, 61.61; Village of Fairmont, 975.00; Windstream, 349.26 Total Invoices: $33,248.24 Fillmore County Zoning Administrator, Jennifer Slezak presented an Application for Lot Split for Michael and Marilyn Anderson for the property legally described as: All of Lot 13 except the North 100 feet of the east 140 feet thereof, Original Village of Exeter, located in the Northeast ¼ of Section 20 T8N R1W of the 6th P.M., Village of Exeter, Nebraska, Fillmore County, Nebraska. Harre moved and Gloystein seconded the motion to approve the Lot Split as presented. All present voted aye. A brief discussion followed on the alleys between Union and Empire Avenues. Ordinance No. 599 dealing with the Annexation of real Estate was read for the second time. The ordinance deals with the Village annexing the north fertilizer plant owned by Farmers Cooperative. A discussion was held on a request for a separate water meter for a lawn sprinkler system. The board determined that rates would remain the same for every water meter depending on the size of the meter. There will be no seasonal rates and the meter will be billed year round unless the customer wants to pay the disconnect and re-connect fees to have the meter turned off over the winter. Discussion was held over the request of Steve Parr of JEO Consulting Group to allow a college engineering intern for JEO to design a project for the Village. It gives the intern real world experience to design and collaborate with community leaders. The project design would be at no cost to the Village unless soil samples were needed. The project selected would be re-doing the concrete from Exeter Avenue to Burlington Avenue by Farmers Cooperative. Harre moved and Michl seconded the motion to allow JEO Consulting Group to have an engineering intern to design the concrete replacement project near the Coop. All present voted aye. Tyler Salmon presented the Interlocal Cooperation Act Agreement for Law Enforcement Services for the renewal of services from May 1, 2022, until April 30, 2024. Harre moved and Mueller seconded the motion to approve the police interlocal renewal of services. All present voted aye. Sara Pella has volunteered to oversee the cleaning of the bath house at the pool at least once a week. She received some complaints during the swimming season last summer regarding the cleanliness of the bathhouse. The board encouraged her to supervise the cleaning as often as she would be available. She also suggested having the pool open on the morning of Exeter Days for games. Most kids attend the parade in the afternoon. The board is willing to have the pool open during the morning to attract more patrons. Bob Mueller spoke of obtaining the used playground equipment from Exeter-Milligan Schools that they are removing. He will inquire if the company that is installing the new equipment would consider moving the used equipment to the city park. The school would not charge the village for the equipment. Mary Lou Vossler submitted a request for the EM FCCLA group to host their annual 5 K for Cancer on Sunday, July 24, 2022, at 1:00 pm. She will get the route to the village as the date gets closer. The board approved the date for the 5K. Clerk Erdkamp noted that the Village received a $13,751.34 dividend from EMC Insurance for stressing safety in the workplace. The Village has received dividends for 19 of the past 25 years. Clerk Erdkamp noted that the City of York has sent notification of a Block 9 Council of Governments circa 1974 refund that the Village will be receiving. Exeter’s proposed reimbursement will be $704.68. Clerk Erdkamp has received a request for funding from the Fillmore County Development Corporation. Harre moved and Mueller seconded the motion to approve a $1,500.00 donation to the FCDC. All present voted aye. John Mueller presented the Maintenance Report. The pool leaks have not been repaired. He will fill the pool as soon as the company completes the work. It may have to be filled prior to completion again this year. The motor grader brakes and heater need repaired. John was instructed to get estimates for repairs and for an engine overhaul. Becky Erdkamp presented the Clerk’s Report. Sales tax for February was $13,997.85. Keno receipts for March were $260.27. Erdkamp was instructed to send a mowing letter to the owners of the nursing home. The next meeting will be held on Tuesday, June 7th at 7:00 pm. The meeting adjourned at 8:30 pm. Becky S.
