VILLAGE OF EXETER MINUTES July 6, 2022 The regular meeting of the Exeter Village Board was convened in open and public session on Wednesday July 6, 2022 at 7:00 pm at the Exeter Village Office. Notice of the meeting was given by posting 10 days prior at the Exeter Village Office, Post Office, and Generations Bank. Chairperson Alan Michl called the meeting to order. Board members present upon roll call were: Alan Michl, Jim Anderson, Bob Mueller and Kim Gloystein. Justin Harre was absent. Clerk Becky Erdkamp recorded the minutes. Chairperson Michl noted that a copy of the Nebraska Open Meetings Act is available in the Village Office for public inspection and review. Visitors present included: Leesa Bartu, Rose Pinkman, Andrew Wilshusen, Blake Roudebush, Tanner Hall and Maddie Brennfoerder. Minutes from the previous meeting were reviewed and approved without correction. An accounts payable listing was presented for approval. Mueller moved and Michl seconded the motion to approve invoices as presented. All present voted aye. Due to staffing changes with longtime auditors, Mierau & Co. PC, the village had to hire a new firm to perform the state required audit. Rose Pinkman of HBE CPAs & Consultants reviewed the annual audit with the board. Recommendations suggested by HBE included purchasing the bank reconciliation module for Power Manager, payroll hours broken out & initialed, invoices initialed, checks signed instead of stamped, consolidating CDs, incorporating fire, rescue and cemetery boards into the general ledger at least quarterly and creating a manual with accounting procedures. Board discussion followed. Recommendations will be prioritized and initiated as time permits. Clerk Erdkamp informed the board that the Nebraska State Auditor’s Office has accepted the audit. Anderson moved and Mueller seconded the motion to approve the audit as presented by Rose Pinkman of HBE CPAs & Consultants. All present voted aye. Andrew Wilshusen of JEO Consulting Group along with college interns Blake Roudebush, Tanner Hall and Maddie Brennfoerder presented the South Depot Street Improvement Plan project estimates. Engineering fees for this project were waived so that the interns could get real world experience in the engineering field. The project would consist of removal of existing concrete, subgrade prep with fly ash, storm sewer improvements and 10 inch concrete for two blocks and intersections. Construction base bid with a 15% contingency is estimated at $622,320. The board reviewed the plans and will do a walk through with JEO on July 12th. Discussion was held on timing and paying for the project. With the annexation of the north Farmers Cooperative Fertilizer Plant the board would like to see what the evaluation increases are for next budget year before making any decisions. Alan Michl presented architectural criteria from Marvin Larsen of JEO Consulting regarding an addition to the fire hall. As the fire department is running out of space for equipment an additional bay is desired. If a separate building is constructed it would not need to be engineered. Funding sources may be available from federal government ARPA funds. The fire department will continue to look for funding sources. A request was submitted by the Exeter Area Foundation to close Seneca Street from Main Street to the alley on Friday July 29th to show a movie for Exeter Days. The Village Board approved the street closing. Discussion was held on the Farmers Cooperative tracks on Main Street and East Boundary. Since BNSF has fixed their tracks, it has been requested that the Coop lines be improved also. Michl and Mueller will address the Coop manager. If needed a letter will be sent to the corporate office. No Marshal’s Report was presented. A barking dog complaint has been addressed. John Mueller presented the Maintenance Report. The gazebo has been moved from the Care Center to Tag Factory lot. New shingles will be added when time allows. Benches have been ordered to be placed inside. Colleen Kuska will be donating one bench in memory of Ron Kuska. A canopy and cushion have been ordered for the handi-capped swing to be placed nearby. Issues have been reported with the well. He is getting estimates for natural gas generators for the well. The pool continues to leak though not as bad as last year. A water main broke on Main Street. JEO Consulting will prepare an estimate to replace the line that runs under Highway 6. Becky Erdkamp presented the Clerk’s Report. An issue with lifeguards not being in their chairs has been addressed with the manager. The pool will be hosting games during Exeter Days. Sara Pella will oversee the activities. A donation for prizes was received from the Twisted Wrench. A letter will be sent to Mark Stokebrand reminding him to finish removing rubble from the foundation, to fill the basement with dirt and keep the lot mowed now that the house has been burned. Sales tax for April was $13,717.66. Keno receipts for May were $204.98. The next meeting will be held on August 9th at 7:00 pm. The meeting adjourned at 8:45 pm. Becky S.
