VILLAGE OF EXETER MINUTES July 6, 2021 The regular meeting of the Exeter Village Board was convened in open and public session on Tuesday July 6,2021, at 7:00 pm at the Exeter Village Office. Notice of the meeting was given by posting 10 days prior at the Exeter Village Office, Post Office, and Generations Bank. Vice-Chairperson Justin Harre called the meeting to order. Board members present upon roll call were: Justin Harre, Jim Anderson, Bob Mueller and Kim Gloystein. Alan Michl was absent. Clerk Becky Erdkamp recorded the minutes. Vice- Chairperson Harre noted that a copy of the Nebraska Open Meetings Act is available in the Village Office for public inspection and review. Visitors present included: Leesa Bartu, Sara Pella, Amy Miller and Rhonda Stokebrand. Minutes from the previous meeting were reviewed and approved without correction. An accounts payable listing was presented for approval. Anderson moved and Mueller seconded the motion to approve invoices as presented. All present voted aye. She, Cindy Markowski and Pat Sudrla would be willing to share the position and rotate hours. Markowski is willing to do the accreditation classes to become certified. Markowski will also oversee scheduling. They would like to start with 21 hours per week. New ideas that they are proposing include: preparing a newsletter to announce activities, after school programs, encouraging older students and senior citizens to become involved and continuing with Lynette Trauger’s Trunk or Treat, Story hours, Summer Reading activities & packets and Bingo nights. Board members encouraged them to try different activities. It was noted that Trauger has cleaned and updated the library and is leaving it in a good place for new people to take over. Anderson moved and Gloystein seconded the motion to hire Cindy Markowski, Sara Pella and Pat Sudrla to fill the library position. All present voted aye. Clerk Erdkamp reported that the Village is estimated to receive $92,388.00 from federal American Recovery Plan Act money. She has completed the application and submitted it to the State of Nebraska. The Village will be required to use the money for water or wastewater infrastructure. Funds must be spent prior to December of 2026. It was recommended to use the funds towards one project to minimize record keeping. Record keeping and reporting for these funds will be required to meet federal standards. Amy Miller appeared before the board to discuss the letter she received from Marshal Salmon regarding her unlicensed vehicles. She inquired what the criteria was for sending letters. Salmon noted that he is in the process of sending letters for all unlicensed vehicles and nuisance properties. He stated that he has already sent 10 to 12 letters and will continue to send more. He referred to the village ordinance that was enclosed with the letter she received and asked that the vehicles be licensed or removed from the property. Miller also inquired about the Farmers Cooperative building on North Depot and questioned whether they would receive a letter regarding the smell and animals infesting the building. She questioned several other properties in her neighborhood that could be considered nuisances. Salmon assured her that he either has or will be sending additional letters. Harre inquired whether she had any further questions regarding the letter she received about her vehicles. As she had none, he moved on to the next agenda item. Clerk Erdkamp notified the board that Terry Salyer requested that Exeter Avenue be closed from Tecumseh to South Depot for the car show on July 31st from 7:30 am until 2:00 pm. The fire department is sponsoring the car show. Mueller moved and Harre seconded the motion to approve closing Exeter Avenue on July 31st for the car show. All present voted aye. Clerk Erdkamp notified the board that Mary Lou Vossler and the Exeter-Milligan Schools FCCLA group would like to hold a 5K Cancer Awareness Run on August 1st at 4:00 pm. Anderson moved and Gloystein seconded the motion for the FCCLA to hold the 5K Run. All present voted aye. Park and Ball Concessions Improvements will be presented at a later date. Bob Mueller discussed the Nebraska Department of Energy and Environment grant application that he is applying for to put rubber mulch under the playground equipment. It is a 50% matching grant. Applications can be submitted beginning July 14th. Tyler Salmon presented the Marshal’s Report. He had 14 hours in Exeter for the month of June. He has sent three mowing letters and 10 to 12 unlicensed vehicle letters. He will continue working on nuisances and whatever calls that Fillmore County dispatches him to in Exeter. John Mueller presented the Maintenance Report. He has started changing water meters that are no longer working with the radio reader. The pool is still leaking. More investigation will need to be done once the pool closes but before it is drained. Becky Erdkamp presented the Clerk’s Report. She is currently working with Beth Dinneen from Senator Tom Brandt’s office regarding the railroad crossings in town. A constituent sent a letter to Senator Brandt regarding the rough crossings. Brandt’s office is working with the BNSF lobbyist to submit letters to the correct officials for getting the crossings repaired. Erdkamp inquired about getting the sidewalk crossings replaced that the railroad removed several years ago. April sales tax was $11,008.26. Keno receipts for May were $266.67.
