EXETER-MILLIGAN PUBLIC SCHOOLS REGULAR SCHOOL BOARD MEETING- MUSIC ROOM, MILLIGAN, NEBRASKA TUESDAY, AUGUST 8, 2023 8:00 PM. President Erdkamp declared the regular meeting open at 8:00 pm. Also present were E. Milton, D. Kallhoff, K. Jansky, P. Jurgensen, Superintendent Sheffield, and Principal Kroll. There were four other visitors present. The Nebraska open meetings act was posted Motion by E. Milton and 2nd by K. Jansky to verify that the meeting of the School Board of Exeter-Milligan Public School was duly advertised, and all Board members were notified as to the time and place of the meeting pursuant to Board policy and practice. Motion carried 5-0. Motion by K. Jansky and 2nd by P. Jurgensen to approve the consensus agenda consisting of the Treasurer's report, the regular monthly meeting minutes on July 12, 2023, the work session minutes on July 18, 2023, and the August expenditures. Motion carried 5-0. The board reviewed Policy 5001-Attendance and Excessive Absenteeism and Policy 5055-Bullying. Public Comment: Eric Johnson, representing the Milligan Village Board, gave an update on the Milligan site. He has had discussions with three different architecture firms about repurposing the Milligan site for future use including housing. He is still waiting for two firms to come and tour the building and will update the board when he has more information. President Erdkamp shared a recap of the area committee meeting and the work session. The E-M board toured the Friend facility and vice versa. After the tour, E-M’s board traveled back to Exeter and continued the discussion of future possibilities with Friend, including consolidation, and how that would look. Another area committee meeting will be scheduled for the end of August/beginning of September to continue these discussions. Superintendent Sheffield shared a possible consolidation timeline with the board. This same timeline was shared with the Friend School Board at their meeting. This timeline will be a discussion item at future meetings. There was no more information to share about the elementary/gym HVAC project. The goal is to have a proposal for the September meeting. Superintendent Sheffield shared some information pertaining to the preliminary 2023-24 budget. E-M will see an increase in state aid due to the new foundation aid and will also see an increase in special education reimbursement. Going forward, Supt Sheffield recommended either keeping the tax asking the same for the 2023-24 budget year or to slightly increase the tax asking to capture the unused property tax authority. A final decision will be made at the September meeting. Motion by E. Milton and 2nd by K. Jansky to approve the resolution to increase the base growth percentage used to determine its property tax request authority for the 2023-24 budget in an amount of 7%. Motion carried 5-0. Motion by K. Jansky and 2nd by D. Kallhoff to approve the resignation of board member Allen Vavra as of August 2nd. Motion carried 5-0. The board will take applications for the open position until 4 PM on August 23rd. The vacancy will be filled by school board appointment from the completed applications. Motion by K. Jansky and 2nd by D. Kallhoff to authorize the transfer of up to $200,000 into the Depreciation Fund. Motion carried 5-0. Info and discussion items included: Open House on Thursday, August 10 from 5 to 7 PM; Parent sports meeting for athletes in grades 9-12 on Monday, August 14 at 7 PM in Friend; NASB Regional meeting on Thursday, August 24 in York. A special board meeting is scheduled for Tuesday, August 29 at 5:30 PM in the Exeter site Community Classroom. The next regular meeting is scheduled for Wednesday, September 13th at 8 pm in the Exeter site Community Classroom. The budget and levy requisition hearings will be held before the regular meeting.
