VILLAGE OF EXETER MINUTES JUNE 7, 2023 The regular meeting of the Exeter Village Board was convened in open and public session on Wednesday June 7, 2023 at 7:00 pm at the Exeter Village Office. Notice of the meeting was given by posting 10 days prior at the Exeter Village Office, Post Office, and Generations Bank. Chairperson Alan Michl called the meeting to order. Board members present upon roll call were: Alan Michl, Jim Anderson, Bob Mueller and Kim Gloystein. Justin Harre was absent. Clerk Becky Erdkamp recorded the minutes. Chairperson Michl noted that a copy of the Nebraska Open Meetings Act is available in the Village Office for public inspection and review. Visitors present included: Rhonda Stokebrand and Amy Miller. Minutes from the previous meeting were reviewed and approved without correction. An accounts payable listing was presented for approval. Anderson moved and Mueller seconded the motion to approve invoices as presented. All present voted aye. The bid for a Demers Type I MXP170 Ambulance installed on a Ford F-450 Diesel Chassis is $318,555.00. The Village of Exeter Rescue Squad has received $150,000.00 in funding from the American Rescue Plan Act to support rural emergency services across Nebraska. Another $100,000.00 will be used from the rescue billing fund. The remaining funds will need to be raised over the next two to three years. The rescue squad is planning numerous fund raising events. Mueller moved and Anderson seconded the motion to approve the bid from Danko Emergency Equipment. All present voted aye. Clerk Erdkamp discussed with the board what she found out regarding the offering of insurance stipends by the Village. After speaking with three different accountants, it was noted that the stipends can no longer be offered as pre-tax. The stipends were to begin on March 1 to be spread over twenty-one pay periods. Since it took so long to determine the tax rules, they will now be spread over fourteen pay periods for 2023. In 2024 the stipend will be spread over all twenty-six pay periods. The board approved the stipends to be spread over the remaining fourteen pay periods for 2023. John Mueller provided the board with an update on the swimming pool leak. It should be ready to open tomorrow afternoon. All seams will need to be replaced and the entire pool painted this fall. Discussion was held on the pricing of season passes. The board decided a Family Pass will cost $100.00, Single Pass will be $50.00 and Daily entrance will be $4.00. An updated Wastewater Lagoon System study prepared by JEO Consulting was reviewed. The lift station will need to be updated as well as a new lagoon or land application system. Funding sources being looked at include private, SRF or USDA funding. The board will need to decide what to do and how to pay for it soon. Plans for the Highway 6 water main project are 60% complete by JEO Consulting. They will be reviewed at a future meeting. The project estimate has increased since last year. JEO is hoping the project will go to bid by this fall. Village maintenance staff and board members were able to enter the trailer house on 209 East Maplewood. Due to extremely unsanitary conditions inside it has been recommended to burn the trailer house with the contents inside. Gloystein moved and Anderson seconded the motion to burn the trailer. All present voted aye. Asbestos testing will be done, electrical and gas disconnected prior to getting the permit from the State of Nebraska for burning the trailer. No Marshal’s Report was presented. John Mueller presented the Maintenance Report. Nick Sudrla has asked to mow the hay by the tree pile. Individuals are dumping branches, stump grindings and grass from out of town. Letters need to be sent asking them to stop as the piles are just to be used by residents. Only branches and grass clippings are allowed. Mueller hopes to start the rubber mulch project at the park in July. Work continues on the batting cage. Becky Erdkamp presented the Clerk’s Report. United Private Networks has presented information on getting fiber internet to the city buildings. Sales tax for March was $22,780.10. Keno receipts for April were $238.87. Erdkamp will be attending The Municipal Accounting & Finance Conference in Lincoln June 28th through the 30th. Amy Miller approached the board for information on fire pits within the community.
