VILLAGE OF EXETER MINUTES JULY 6, 2023 The regular meeting of the Exeter Village Board was convened in open and public session on Thursday July 6, 2023 at 7:00 pm at the Exeter Village Office. Notice of the meeting was given by posting 10 days prior at the Exeter Village Office, Post Office, and Generations Bank. Chairperson Alan Michl called the meeting to order. Board members present upon roll call were: Alan Michl, Justin Harre, Jim Anderson, Bob Mueller and Kim Gloystein. Clerk Becky Erdkamp recorded the minutes. Chairperson Michl noted that a copy of the Nebraska Open Meetings Act is available in the Village Office for public inspection and review. Visitors present included: Michael Schultes, Tyler Salmon, and Leesa Bartu. Minutes from the previous meeting were reviewed and approved without correction. An accounts payable listing was presented for approval. Anderson moved and Gloystein seconded the motion to approve invoices as presented. All present voted aye. Options for land based application, lagoon expansion and treatment facilities were discussed. Lift station improvements also need to be completed. Funding options were discussed. Either private funding, State Revolving Fund loans or USDA loans will need to be obtained. The Village does not qualify for any grant money from these entities. No decisions were made. Schultes also gave an update on the Highway 6 and Main Street water main project. Estimates for the project are $125,000.00. The Village has $93,000.00 in American Rescue Plan Act money that can be used towards this project. Michl moved and Anderson seconded the motion to have Schultes proceed with getting the permits from the State so the project can move forward. All present voted aye. The board approved the closing of Exeter Avenue from Tecumseh to Seneca on July 29th for the street dance during Exeter Days. A Lot Split Application submitted by Paul and JoDee Mika was reviewed. It has already been approved by the Fillmore County Zoning Administrator. Anderson moved and Mueller seconded the motion to approve the Lot Split as presented. All present voted aye. An engagement letter for budget preparation from HBE CPAs & Consultants was reviewed. Mueller moved and Harre seconded the motion to approve the engagement letter. All present voted aye. Tyler Salmon gave the Marshal’s Report. He inquired about the hours needed during Exeter Days. The Village Board asked him to lead the parade. John Mueller presented the Maintenance Report. The batting cage is almost done, but extra workers are needed for installing the fencing. The Sons of the Legion have volunteered to help. He hopes to install the rubber mulch under the playground equipment in August. A new swing set will be installed along with the climbing equipment donated by the school. Clerk Erdkamp noted that an $8,000.00 grant for expenses relating to the batting cage was received from the Exeter Area Foundation. $23,000.00 in improvements have been made to the ballfield area in the last year including the batting cage, equipment shed and improvements to the concession stand. Mueller also reviewed well reports. Water levels are now at 175 feet. With recent rains they have come up a little. If we do not get more rain the Village may have to look at water restrictions. The Village has not issued restrictions since water meters were installed. Becky Erdkamp presented the Clerk’s Report. Sales tax receipts for April were $13,389.53. Keno receipts for May were $111.36. Requests for donations from Keno Community Betterment include the EMF 5K Fun Run and swimming pool games during Exeter Days.
