VILLAGE OF EXETER MINUTES DECEMBER 6, 2023 The regular meeting of the Exeter Village Board was convened in open and public session on Wednesday December 6, 2023 at 7:00 pm at the Exeter Village Office. Notice of the meeting was given by posting 10 days prior at the Exeter Village Office, Post Office, and Generations Bank. Chairperson Alan Michl called the meeting to order. Board members present upon roll call were: Alan Michl, Justin Harre, Jim Anderson, Bob Mueller and Kim Gloystein. Clerk Becky Erdkamp recorded the minutes. Chairperson Michl noted that a copy of the Nebraska Open Meetings Act is available in the Village Office for public inspection and review. Minutes from the previous meeting were reviewed and approved without correction. An accounts payable listing was presented for approval. Harre moved and Mueller seconded the motion to approve invoices as presented. All present voted aye. The election of board chairperson and vice chairperson was next on the agenda. Mueller moved and Gloystein seconded the motion to elect Michl as board chairman. Nominations ceased. Voting aye: Harre, Gloystein, Mueller and Anderson. Michl abstained. Mueller moved and Gloystein second the motion to approve Harre as Vice Chairman. Nominations ceased. Voting aye: Michl, Anderson, Gloystein and Mueller. Harre abstained. A listing of board appointments was reviewed. Harre moved and Anderson seconded the motion to approve board appointments as presented. All present voted aye. Michl introduced Resolution 23-06 an order to provide for a coordinated response to a disaster or emergency in Fillmore County. Board members reviewed the plan. Harre moved and Anderson seconded the motion to approve Resolution 23-06. All present voted aye. Michl introduced Resolution 23-07 the signing of the Year-End Certification of City Street Superintendent for 2023 along with the the Year-End Certification of City Street Superintendent for Determining Incentive Payment in Calendar Year 2023. Harre moved and Mueller seconded the motion to approve both Resolution 23-07 and the Incentive Certification. All present voted aye. Board members discussed retention incentives for permanent hourly employees. Harre moved and Anderson seconded the motion to provide $.50 per hour for each hour worked for the pay periods falling in 2023. All present voted aye. Clerk Erdkamp will issue wage adjustments following the final pay period for 2023. No Marshal’s Report was provided. Board members questioned the need for a police officer versus a code enforcement officer. Clerk Erdkamp was instructed to see what other communities are doing and to obtain job descriptions for ordinance officers if available. Semi-truck parking on streets was again discussed. Village ordinances prohibit semi-truck tractor and trailer parking on the streets unless loading or unloading. John Mueller presented the Maintenance Report. The holiday and eagle banners are beginning to rip and need to be replaced. John and Terry continue replacing water meters. Van Kirk’s are done with the Highway 6 water main project until grass seeding in the spring. Becky Erdkamp presented the Clerk’s Report. Sales tax receipts for September were $12,228.63.
