VILLAGE OF EXETER MINUTES AUGUST 8, 2023 The regular meeting of the Exeter Village Board was convened in open and public session on Tuesday August 8, 2023 at 7:00 pm at the Exeter Village Office. Notice of the meeting was given by posting 10 days prior at the Exeter Village Office, Post Office, and Generations Bank. Chairperson Alan Michl called the meeting to order. Board members present upon roll call were: Alan Michl, Justin Harre, Bob Mueller and Kim Gloystein. Jim Anderson was absent. Clerk Becky Erdkamp recorded the minutes. Chairperson Michl noted that a copy of the Nebraska Open Meetings Act is available in the Village Office for public inspection and review. Visitors present included: Andrew Wilshusen, Brad Slaughter, Austin Partridge, Rick Penner and Dustin Weber. Minutes from the previous meeting were reviewed and approved without correction. An accounts payable listing was presented for approval. Harre moved and Gloystein seconded the motion to approve invoices as presented. All present voted aye. Andrew Wilshusen of JEO Consulting presented the One & Six Year Road Plan. After reviewing the plan, the board asked that the that the paving replacement of South Depot between Exeter Avenue and Missouri be added to the one year plan instead of the six year plan. Wilshusen was also reminded to add the fertilizer plant annexation to the map. Wilshusen also reviewed the Invitation to Bid for the Highway 6 Water Main Replacement project. The estimated cost has now risen to $125,000.00. The bid will be published August 9th, 16th and 23rd. Bids will be taken until August 30, 2023 at 10:00 am. Harre moved and Mueller seconded the motion to publish the Invitation to Bid as it was reviewed. All present voted aye. Brad Slaughter and Austin Partridge of First National Capital Markets presented preliminary debt service schedules for a bond to build an additional building to house fire department equipment that the Village of Exeter and Exeter Rural Fire Board are considering. Mueller introduced Ordinance #600 AN ORDINANCE AUTHORIZING THE ISSUANCE OF GENERAL OBLIGATION MUNICIPAL BUILDING BONDS, SERIES 2023, OF THE VILLAGE OF EXETER, NEBRASKA, IN THE PRINCIPAL AMOUNT OF NOT TO EXCEED THREE HUNDRED THOUSAND DOLLARS ($300,000) ISSUED FOR THE PURPOSE OF CONSTRUCTING A MUNICIPAL BUILDING IN AND FOR THE VILLAGE; PRESCRIBING THE FORM OF SAID BONDS; PROVIDING FOR A SINKING FUND AND FOR THE COLLECTION OF TAXES TO PAY SAID BONDS; PROVIDING FOR THE SALE OF THE BONDS; AUTHORIZING THE DELIVERY OF THE BONDS TO THE PURCHASER; PROVIDING FOR THE DISPOSITION OF THE BOND PROCEEDS AND ORDERING THE ORDINANCE PUBLISHED IN PAMPHLET FORM and moved that the statutory rule requiring reading on three different days be suspended. Gloystein seconded the motion. Voting aye: Michl, Harre, Gloystein and Mueller. No nays. Motion carried. Said ordinance was then read by title and thereafter Board Member Mueller moved for final passage of the ordinance. Harre seconded the motion. All present voted aye. Slaughter and Partridge then reviewed the Fire Station Lease Agreement that will need to be signed by both the Village and Rural Fire District once bonding is finalized. Rick Penner of Viking Industrial Painting presented maintenance options that are needed for the water tower roof replacement and painting. The estimate prepared in May was $205,000. An additional $4,000 is needed for replacing the handrail. Penner will provide an updated proposal along with Exeter logo ideas. Discussion was held on how to pay for the work that is needed. After final prices are determined bonding and rate increases will be looked at. A yearly maintenance fee of approximately $12,000 was also discussed. Randy Hellbusch of Nebraska Rural Water Association will be contacted to do a rate study. The Nebraska Department of Natural Resources Suggested Provisions for meeting the minimum requirements of the Nebraska Minimum Standards for Floodplain Management Programs was reviewed. Michl moved and Harre seconded the motion to approve the Suggested Provisions. All present voted aye. Discussion was held on a pool painting estimate received from Torrey Construction, Inc for $29,400. John Mueller will contact other contractors to get additional estimates. Fiber ROW plans for Erdkamp Motors prepared by Mark Friend of JEO Consulting for work being done by Unite Private Networks were reviewed. John Mueller will contact Friend to discuss water and storm sewer lines that may be in the path. No action was taken. The Hall Subdivision approved by the Fillmore County Zoning Administrator for Doris and Wynn Hall was reviewed. Mueller moved and Gloystein seconded the motion to approve the subdivision. All present voted aye. John Mueller presented the Maintenance Report. Mowing help is needed. Work at the park installing the rubber mulch will begin soon. Becky Erdkamp presented the Clerk’s Report. Sales tax receipts for May were $12,630.66. Keno receipts for June were $169.44. Erdkamp will be out of the office on August 21st. The next meeting will be held on September 12th at 7:00 pm.
