VILLAGE OF EXETER MINUTES APRIL 4, 2023 The regular meeting of the Exeter Village Board was convened in open and public session on Tuesday April 4, 2023 at 7:00 pm at the Exeter Village Office. Notice of the meeting was given by posting 10 days prior at the Exeter Village Office, Post Office, and Generations Bank. Chairperson Alan Michl called the meeting to order. Board members present upon roll call were: Alan Michl, Justin Harre, Jim Anderson, Bob Mueller and Kim Gloystein. Clerk Becky Erdkamp recorded the minutes. Chairperson Michl noted that a copy of the Nebraska Open Meetings Act is available in the Village Office for public inspection and review. Visitors present included: Tyler Salmon, Leesa Bartu, TJ Slezak and Rhonda Stokebrand. Minutes from the previous meeting were reviewed and approved without correction. An accounts payable listing was presented for approval. Harre moved and Mueller seconded the motion to approve invoices as presented. All present voted aye. Anderson moved and Michl seconded the motion to approve the street closing during the event. All present voted aye. Summer maintenance and pool staff wages were discussed. The State of Nebraska minimum wage has increased to $10.50 per hour. Lifeguards have historically gotten an additional $.25 per hour each year they return to work at the pool. Harre moved and Kim seconded the motion to increase wages by $1.00 per hour over last summer with new lifeguards making $10.50 per hour and substitute managers making $13.25 per hour. All present voted aye. Discussion was held on hours of operation for the swimming pool this summer. A request has been made to change the hours to 1:00 pm through 7:00 pm with no supper break. After a lengthy debate, the hours were left the same at 1:30 pm until 5:30 pm and 6:30 pm until 8:30 pm. The board decided to limit Midnight Swims to three this season. Swimming lessons will be held May 30th through June 2nd and June 5th through June 8th. The Village has been notified that the have received a $150,000.00 federal grant towards the purchase of a new ambulance through the American Recovery Plan Act administered by the State of Nebraska. The cost for a new ambulance is estimated between $300,000 to $350,000. The Village would use $100,000 from rescue billing funds and raise the rest over the next two years. Anderson moved and Harre seconded the motion to accept the $150,000 grant. All present voted aye. Discussion was held on a two bay addition to the fire hall. Estimated price would be between $145,000 to $175,000. If the rural fire board signs a mutual aid agreement with the village, then an election is not needed. Estimated cost for an election is $7,000. Michl and Mueller will attend the rural fire board meeting to see if there is interest in pursuing the addition. The agenda item for water tower painting options was tabled until a second bid is received. Tyler Salmon presented the Marshal’s Report. The eviction for 209 East Maplewood is nearing completion. Board members instructed Salmon to check on the semi-trailer parked along Seneca near Empire Avenue. John Mueller presented the Maintenance Report. Work is beginning on the batting cage. The equipment shed has been completed. The rubber mulch is arriving for the park. Mueller is getting estimates for generators for the wells. Becky Erdkamp presented the Clerk’s Report. Sales tax for January was $17,774.78. Keno receipts for February were $183.30. The next meeting will be held on May 9th at 7:00 pm. The meeting adjourned at 8:00 pm. Becky S.
