This is a synopsis of the Saline County Board of Commissioners’ September 27, 2022, regular meeting proceedings. A complete set of the proceedings along with an approved list of claims is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and on our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:30 a.m. on Tuesday, September 27, 2022, by Chairperson Russ Karpisek. Present were Karpisek, Phil Hardenburger, Stephanie A. Krivohlavek, Marvin A. Kohout and Janet J. Henning, Commissioners, and County Clerk Anita K. Bartels. County Attorney Tad Eickman was present between court commitments. Notice of said meeting was posted in the County Clerk’s Office and published in all three county newspapers on September 21, 2022, in compliance with State Statutes; Karpisek advised those present of the open meetings act at the back of the room and that all proceedings are electronically recorded; Approved the agenda as presented; Approved the minutes of the September 13, 2022 regular meeting; Under Correspondence received from the City of Crete a Notice of their Planning Commission Meeting on September 26, 2022 at 7:00 p.m. and a call with Nextlink regarding rural broadband; Under Report of Officials, heard reports of meetings with the Public Health Solutions, Ag Society, Five Rivers RC & D, Veteran Services Committee, a zoom safety meeting for an Energized Approach to Safety, a meeting with John Hay with UNL on solar energy and a meeting with Maintenance on the parking lot wall. Also, the ground breaking for the new dormitories at Doane University was attended and inspections were made of the abandoned cemeteries. Approved an Interlocal Agreement with the Board of Regents of the University of Nebraska Extension division, changing the County Extension Assistant from a County employee to a University employee. Received an update on the progress of writing County job descriptions and converting to an iSolved payroll program. At 10:13 a.m. the Board recessed; At 10:28 a.m. the Board reconvened; At 11:00 a.m. Rose Mulbery and Beth Slagle held a discussion with the Board regarding election transparency and security; Disapproved reimbursing First Responder equipment prior to the First Wireless equipment purchased with ARPA funds; Approved the Nickel Minor Sub-Division at 18-5-2; Approved the Rohrig Minor Sub-Division at 18-8-1; Approved the Orlav Minor Sub-Division at 1-8-4; Accepted the resignation of Wellness Coordinator Brandi Klaassen; Approved Resolution #2022-51 authorizing the Treasurer to transfer 36.98% of the 2022 tax collection for the General Fund to the Road Fund; Approved Resolution #2022-52 transferring $36,798.00 from the General Fund to the Bailiff Fund as proposed in the 2022-2023 Budget; Approved Resolution #2022-53 transferring $8,648.00 from the General Fund to the Employee Wellness Fund as proposed in the 2022-2023 Budget; Approved Resolution #2022-54 transferring $4,883.00 from the General Fund to the Adult Drug Court Fund as proposed in the 2022-2023 Budget; Approved Resolution #2022-55 transferring $5,503.00 from the General Fund to the Aging Services Fund as proposed in the 2022-2023 Budget; Approved the Saline County ADA Policy; Approved three Requests to Occupy the Right of Way from Great Plains Communication to bury fiber optic cable between Friend and Milford; Discussed possible ARPA Fund projects, including but not limited to a new bridge, two culverts, with no decision made; Approved claims as presented; At 12:15 p.m. entered closed session; At 12:35 p.m. exited closed session; No action was taken in closed session; Adjourned at 12:35 p.m. The next regular meeting will be on October 11, 2022 at 9:30 a.m. in the Saline County Commissioners’ Room, Court House, Wilber, NE.
