This is a synopsis of the Saline County Board of Commissioners’ May 9, 2022, regular meeting proceedings. A complete set of the proceedings along with an approved list of claims is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and on our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:30 a.m. on Monday, May 9, 2022, by Chairperson Russ Karpisek. Present were Karpisek, Janet J. Henning, Marvin A. Kohout and Phil Hardenburger, Commissioners, and County Clerk Anita K. Bartels. Commissioner Stephanie A. Krivohlavek and County Attorney Tad Eickman were absent. Notice of said meeting was posted in the County Clerk’s Office, on the Saline County Website, and published in all three county newspapers on May 4, 2022, in compliance with State Statutes; Let the record show that all proceedings are electronically recorded; Karpisek advised those present of the open meetings act at the back of the room; Approved the agenda as presented; Approved the minutes of the April 26, 2022, regular meeting; Under Correspondence it was reported receiving from the City of Crete, meeting agendas for the Planning Committee, Finance Committee, Legislative/Development Committee, Parks and Recreation Committee, Public Safety Committee, Public Works Committee and City Council Regular meeting; a notice the Nebraska Department of Natural Resources has inspected the Wilber Dam 1 and a letter from Berggren Architects courthouse tuck pointing project is completed; Under Report of Offices, heard reports of meetings with the Ag Society, Blue Valley Community Action, FMLA training, Saline County Tourism, Hazardous Waste Collection sponsored by Five Rivers RC & D, NIRMA Cyber Security, NACO Benefits, Planning and Zoning, Mutual Aid & Rural Fire Departments, NACO Board of Directors, Safety Committee, zoom with the Governor, NACO Budget, a reminder of the Tire Clean up next weekend and a flagpole installation at the Turkey Creek Cemetery; Approved the revised employee handbook, contingent on the County Attorney’s approval, to be effective July 1, 2022; Heard the Yearly Probation and Drug Court update and approved their 2022-2023 Budget request and Interlocal Agreement; At 10:35 a.m. the Board recessed; At 10:41 a.m. the Board reconvened; Approved to offer the Veteran Service Officer position to Scottie Davis; No bids were received for the Saline County annual audits; Received a status update on the repairs needed to the Veterans Memorial kiosk; Jerad Reimers, Community Liaison for Congressman Adrian Smith gave an update on the committees and legislation Smith is working on; Received an update and notice of rate increase from NACO Blue Cross Blue Shield; Approved repairs and subsequent replacements of the two Heating and AC units at the Law Enforcement Center; Approved two Tourism Grant Applications, which were submitted via email by the deadline, but went to junk mail; Approved the Pinnacle Osceola Highway Allocation Pledge of $110,000.00; Approved the April 2022 Clerk of the District Court fees in the amount of $12,572.05; Approved the April 2022 Sheriff fees in the amount of $3,416.69; Approved Resolution #2022-017 transferring $1,100.00 from the Inheritance Fund to the Juvenile Services Aid Program to be reimbursed when funds become available; Approved a Request to Occupy Right of Way for Unite Private Network along County Road H and Hwy 103; Approved a Request to Occupy Right of Way for Windstream at County Road 1500 and County Road M; Approved Speece Lewis Change Order No. 1 decreasing Culvert Project C-76(792) by $5,755.36; Approved Speece Lewis Change Order No. 1 decreasing Culvert Project C-76(791) by $3,323.34; Accepted the bid from Van Kirk for Project C76(723); Approved a Request to Occupy Right of Way for Norris Public Power District located 190’ west of the centerlines of Hwy 80E and County Road C; Heard reports on various current and future road projects including a bridge project by Swanton; At 12:46 p.m. the Board entered closed session; At 1:03 p.m. the Board exited closed session; During closed session a personnel issue was discussed with no action taken; Approved claims as presented; At 1:41 p.m. approved under the State/General Services Administrative Contracts to purchase the dispatch console, radio system infrastructure, mobile and portable radio equipment; Bids will need to be solicited for the microwave system; There being no further business to come before the Board, the meeting was adjourned at 2:06 p.m. The next regular meeting will be on May 24, 2022, at 9:30 a.m. in the Saline County Commissioners’ Room, Court House, Wilber, NE.
