This is a synopsis of the Saline County Board of Commissioners’ May 24, 2022, regular meeting proceedings. A complete set of the proceedings along with an approved list of claims is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and on our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:45 a.m. on Tuesday, May 24, 2022, by Chairperson Russ Karpisek. Present were Karpisek, Janet J. Henning, Marvin A. Kohout, Stephanie A. Krivohlavek and Phil Hardenburger, Commissioners, and County Clerk Anita K. Bartels. County Attorney Tad Eickman was present between court commitments. Notice of said meeting was posted in the County Clerk’s Office, on the Saline County Website, and published in all three county newspapers on May 18, 2022, in compliance with State Statutes; Karpisek advised those present of the open meetings act at the back of the room and that all proceedings are electronically recorded; Approved the agenda as presented; Approved the minutes of the May 9, 2022, regular meeting; Under Correspondence it was reported communications with Jill Dolbert, Deputy State Historic Preservation Officer, from the City of Lincoln Planning a notice of a Public Hearing on Wednesday May 25, 2022; from the City of Crete notice of a May 23rd Planning Commission meeting and the May 17th agendas for the Public Works Committee, Public Safety Committee, Personnel Committee and City Council; the May 26th SENDD agenda, and a request from Jacque Kuzma at Crete High School to schedule a tour of the courthouse; Under Report of Officials, heard reports of meetings with Public Health Solutions, Ag Society, Five Rivers RC&D, Nestle Purina and NACO Budget Workshop; receiving a road complaint south of Dorchester, a flagpole at Turkey Creek Cemetery was installed and the Employee Wellness Office was moved to the first floor of the courthouse; Scott Keene, Piper Sandler inquired if the County would again be a conduit for possible Doane University financing; John Day, Director of Blue Valley Behavioral Health presented a program update and 2022-2023 Budget request; Approved the BCBS NACO Sub-Group Application: Heard a presentation on a CHAMP MEC Plan, which would be coordinated with BCBS; At 10:48 a.m. the Board recessed; At 11:00 a.m. the Board reconvened; Noise reduction and acoustics for the courthouse hallways was discussed; The County Assessor is to coordinate use of the Veteran Service van with the incoming Veteran Service Officer; Approved a $1,241.91 quote for installation of a security camera in the Courthouse Assembly Room to include audio; Accepted a proposal from the Nebraska Auditor of Public Accounts for the auditing of fiscal year 2022, 2023 and 2024; Approved the Joinder Agreement with National Services, Group Term Life Insurance, changing the effective date of employee coverage to the 1st of the month after 30 days of employment; Approved the use of the Nebraska Print Shop via NACO to print postcards regarding going over the 2% increase at the cost of $.52; Approved the 2023 Budget Preparation by Blobaum & Busboom PC; Approved the April 2021 Clerk Fees in the amount of $13,798.50; Approved Resolution #2022-18 transferring $500.00 from the Inheritance Fund to the Adult Drug Court Fund; Approved Resolution #2022-19 transferring $2,400.00 from the Inheritance Fund to the Juvenile Services Aid Program Fund; Approved claims as presented; Heard a report on a successful Saline County Scrap Tire Clean-up and various road projects; At 11:50 a.m. entered closed session; At 12:18 p.m. exited closed session; During closed session there was a discussion on the possible violation of the Planning and Zoning By-Laws with no action taken; There being no further business to come before the Board, the meeting was adjourned at 12:20 p.m. The next regular meeting will be on June 7, 2022, at 9:30 a.m. in the Saline County Commissioners’ Room, Court House, Wilber, NE.
