This is a synopsis of the Saline County Board of Commissioners’ August 2, 2022, regular meeting proceedings. A complete set of the proceedings along with an approved list of claims is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and on our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:30 a.m. on Tuesday, August 2, 2022, by Chairperson Russ Karpisek. Present were Karpisek, Janet J. Henning, Marvin A. Kohout, Stephanie A. Krivohlavek and Phil Hardenburger, Commissioners, and County Clerk Anita K. Bartels. County Attorney Tad Eickman was absent. Notice of said meeting was posted in the County Clerk’s Office and published in all three county newspapers on July 27, 2022, in compliance with State Statutes; Karpisek advised those present of the open meetings act at the back of the room and that all proceedings are electronically recorded; Approved the agenda as presented; Approved the minutes of the July 19, 2022 regular meeting; Under Correspondence Kohout received a Notice of Public Hearings from the Planning Commission of the Village of Dorchester and the Village of Dorchester. Both hearings were scheduled for August 1, 2022 at the Dorchester Fire Hall. Under Report of Officials heard reports of meetings with the Ag Society Board, County Extension Board, NACO, Rural Fire and Mutual Aid, Annual National NACO Conference and Saline County Area Transit (SCAT); County Aging Services Director Lori Moldenhauer and Kay Wenzl with Aging Partners gave the Board an annual update for services provided and submitted their request for funds; Director of Southeast Nebraska CASA Marci Fehlhafer, with staff members Lisa Linday and Sonia Almodovar, gave an update of services provided and submitted their request for funds. Received options and quotes for employee dental coverage. Action to be taken at the next meeting; At 10:30 a.m. opened the Public Hearing for a Liquor License Application made by ZCBJ Saline Center #389; Discussion was held, noting the original renewal was lost in the mail, making it necessary to apply for a new Liquor License; At 10: 40 a.m. closed the Public Hearing for a Liquor License; Approved the Liquor License Application for ZCBJ Saline Center #389; Saline County Area Transit gave an update on services and request for funds; At 10:52 a.m. the Board recessed; At 10:59 a.m. the Board reconvened; Brian Blobaum, CPA with Blobaum & Busboom presented for review the first draft of the 2022-2023 budget; Hometown Housing, USA appeared before the Board to explain the services they offer in finding city/county workforce housing solutions; Discussion was held on replacing all County Windstream fax lines with eFax with Unite Private Network. No action was taken; Approved the encrypted email option for all County .gov email accounts; Approved creating a countywide Railroad Transportation Safety District (RTSD); Approved Resolution #2022-38 for the foreclosure of all tax sale certificates held and owned by the County of Saline; Approved Resolution #2022-39 to issue tax sale certificates to Saline County for each and every parcel of real estate with delinquent taxes; Approved Resolution #2022-40 to release the First State Bank pledged security, CUSIP #3130A5P45, par value $100,000.00; Approved Resolution #2022-41 replacing the First State Bank pledged security, CUSIP #698873H33, par value $195,000.00; Approved the Saline County Equipment Inventories; Approved to strike taxes for Parcel #760144817, SSC Crete Operating Co., LLC in the amount of $3,298.88; The Board was updated on the digitation of records in the Register of Deeds office; Approved ceasing the manual indexing of records in the Register of Deeds office; Approved the request to surplus obsolete office equipment from the Veteran Services’ inventory; Approved the request to surplus two (2) trucks (Unit 10 and Unit 21) from the Road Department inventory; Approved a Request to Occupy Right of Way for Windstream Nebraska, LLC, WO#71501248700000;PR-7948 on the east side of Rd 2300/Boswell Ave.; Heard reports of various road projects including replacing bridges with culverts and tree removal; Approved claims as presented; There being no further business to come before the Board, the meeting was adjourned at 1:30 p.m. The next regular meeting will be on August 16, 2022 at 9:30 a.m. in the Saline County Commissioners’ Room, Court House, Wilber, NE.
