This is a synopsis of the Saline County Board of Commissioners’ April 25, 2023, regular meeting proceedings. A complete set of the proceedings along with an approved list of claims is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and on our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:30 a.m. on Tuesday, April 25, 2023, by Chairperson Phil Hardenburger. Present were Hardenburger, Stephanie A. Krivohlavek, Marvin A. Kohout, Russ Karpisek and Janet J. Henning Commissioners, County Clerk Anita K. Bartels and County Attorney David C. Solheim. Notice of said meeting was posted in the County Clerk’s Office and published in all three county newspapers on April 19, 2023, in compliance with State Statutes; Hardenburger advised those present of the open meetings act at the back of the room and that all proceedings are electronically recorded; Approved the agenda as presented; Approved the minutes of the April 11, 2023 regular meeting; Under Citizens Forum, Jeff Koll, Gary Veprovsky, Chuck McKay, Dennis Pallas, Vergene Kracke and Hannes Zetzsche addressed the Board; Under Correspondence it was reported receiving from Blue Valley Community Action the agenda for their April 18th meeting, minutes of their March 21st meeting and the April 2023 Reports to the BVCA Board of Directors; from SENDD the agenda for their April 27th meeting; from the City of Crete a notice of the April 18th meetings of the City Council, Council Committees and Planning Commission and a notice of an April 24th Planning Commission meeting; telephone and email communications with Matt Schwisow of Western and from NACO the 2023 Health Insurance Renewal rates, a letter in which the Nemaha Resources District and the Lower Big Blue Natural Resource District are withdrawing from Five Rivers RC & D and the Roads Department has received two checks in the amount of $60.52 and $3,250.00 as contributions through the NIRMA ASSIST program; Under Report of Officials heard reports of meetings with the Employee Wellness Committee, the Insurance Committee, Saline County Area Transit, Saline County Aging Services Board, Veteran Services, a NIRMA presentation on First Amendment Rights, NACO insurance, Employee Recognition Committee, Mutual Aid, NIRMA Regional, NACO Officers and Board of Directors, Saline County Museum appraisal fair, Employee Handbook Committee, Governor zoom, Employee Recognition Planning, Planning & Zoning, Ag Society, Hometown Housing-City/County Solutions, and Blue Valley Community Action; Approved requesting an estimate from Nigel Copsey to restore the stones above the two original courthouse entrances with no cost to be incurred; Approved Resolution #2023-21, all claims are to be filed with the Saline County Clerk within ninety (90) days in compliance with State Statute 23-135(1); Heard an update on the current rural residential appraisals being performed: Discussed the Nebraska Tax Equalization and Review Commission order to show cause and hearing scheduled on April 27, 2023; Approved the transition of the Assessor’s office CAMA system to MIPS; Approved the 2022 year end noxious weed report and summary; Discussion was held and action to amend the Saline County Zoning Regulations Section 619(E)(1)(e)4 was tabled for two weeks; At 10:52 a.m. the Board recessed; At 11:01 a.m. the Board reconvened; Approved May 12, 2023 as Provider Appreciation Day by Proclamation, bringing awareness to Child Care Providers; Approved Resolution #2023-22 transferring $1,600.00 from the Inheritance Fund to the Grant Fund, to be reimbursed when funds become available; Approved Resolution #2023-23 transferring $500.00 from the Inheritance Fund to the Juvenile Services Aid Program, to be reimbursed when funds become available; Approved the claims as presented; At 11:14 a.m. entered closed session to discuss a personnel matter; At 11:41 a.m. existed closed session; During closed session a personnel matter was discussed with no action taken; There being no further business to come before the Board, the meeting was adjourned at 11:42 a.m. The next regular meeting will be on Tuesday, May 9, 2023 at 9:30 a.m. in the Saline County Commissioners’ Room, Court House, Wilber, NE.
