This is a synopsis of the Saline County Board of Commissioners’ April 11, 2023, regular meeting proceedings. A complete set of the proceedings along with an approved list of claims is on file in the Board of Commissioners’ Journal, is of public record in the Saline County Clerk’s office and on our website: www.co.saline.ne.us SALINE COUNTY BOARD OF COMMISSIONERS The regular meeting of the Saline County Board of Commissioners was called to order at 9:33 a.m. on Tuesday, April 11, 2023, by Vice Chairperson Stephanie A. Krivohlavek. Present were Krivohlavek, Marvin A. Kohout, Russ Karpisek and Janet J. Henning Commissioners, County Clerk Anita K. Bartels and County Attorney David C. Solheim. Commissioner Phil Hardenburger was absent. Notice of said meeting was posted in the County Clerk’s Office and published in all three county newspapers on April 5, 2023, in compliance with State Statutes; Krivohlavek advised those present of the open meetings act at the back of the room and that all proceedings are electronically recorded; Approved the agenda as presented; Approved the minutes of the March 28, 2023 regular meeting; Under Citizens Forum, Lester Ralston spoke and Gary Veprovsky addressed the Board on behalf of Jeff Koll and himself; Under Correspondence it was reported receiving from the City of Crete notice of the April 3, 2023 Committee and Council meetings and notice of the April 13, 2023 Airport Advisory Board meeting; a letter from Terry Branstad, Governor of Iowa with information on the Economic Impact with Wind Energy; a letter from the Keystone Pipeline stating Lake Superior Consultants will be conducting routine cathodic surveys April through December 2023 and a Notice of Availability of the Environmental Assessment for the proposed Trailblazer Conversion Project from the U.S. Federal Energy Regulatory Commission, and an email from Melanie Kunc regarding how the wind towers are affecting her home life; Under Report of Official, heard reports on meetings with Region V Services, Region V Systems, NACO Insurance Benefits, Employee Recognition Banquet and Meeting, Planning & Zoning Meeting, Wellness Committee and First Amendment Training, the Veteran Service Committee, Saline County Area Transit, Saline County Aging Services, Employee Insurance Committee and an Employee Wellness Committee meeting; Approved Resolution #2023-14, for the City and Village Annual Ambulance Disbursements; Approved Resolution #2023-15, Fee Schedule for Public Records; Approved to petition the Planning & Zoning Committee to update the Planning & Zoning Regulations to include but not limited to an acoustical study as part of a wind turbine conditional use permit application; Approved Resolution #2023-16, Pledged Collateral at First Tri-County Bank, Par amount $5,000.00; Approved Resolution #2023-17, Inventory of real property; filings and contents; Approved the Saline County Inventory Policy; Approved Resolution #2023-18, setting the health officer wage, uniform allowances and CDL license reimbursement; Approved removing the property contents from the NIRMA Insurance Schedule, listed in the property leased by Probation Drug Court at 325 S. Wilson St., Wilber; Approved the March 2023 Clerk of the District Court Fees, $24,338.40; Approved the March 2023 County Clerk Fees, $28,441.75; Approved the March 2023 Sheriff Fees, $3,847.29; Approved the removal of CLK127-Kodak Scanmate i940 Scanner from the Clerk’s inventory; Approved Resolution #2023-19, transferring $2,500.00 from the Inheritance Fund to the Juvenile Services Aid Program, to be reimbursed when funds become available; Approved Resolution #2023-20, transferring $2,500.00 from the Inheritance Fund to the Grant Fund, to be reimbursed when funds become available; At 10:42 a.m. the Board recessed; At 10:56 a.m. the Board reconvened; Approved the low bid received on March 28, 2023 for a Lowboy trailer from LMI LLC; Approved the Speece Lewis Engineers, Preliminary Bridge Sizing, Structure No. C007601725, $6,900.00; Approved the agreement with Josh Zimmer for rock reimbursement; Approved the Speece Lewis Engineers, Supplemental Agreement to the original May 19, 2016 agreement for Culvert Project No. C-76(723); Approved the Speece Lewis Engineers, Supplemental Agreement to the original January 7, 2019 agreement for Culvert Project No. C-76(790); At 11:08 a.m. entered closed session to discuss a personnel issue and general assistance request GA 2023-01; At 11:39 a.m. exited closed session with no action taken; Approved general assistance GA 2023-01 in the amount of $659.86; Approved the claims as presented with the addition of $659.86 for general assistance GA 2023-01; There being no further business to come before the Board, the meeting was adjourned at 11:42 a.m. The next regular meeting will be on Tuesday, April 25, 2023 at 9:30 a.m. in the Saline County Commissioners’ Room, Court House, Wilber, NE.
