FRIEND CITY COUNCIL MINUTES-REGULAR MEETING DECEMBER 5, 2023 Mayor Knoke called the regular meeting of the City Council to order at 7:00 p.m. Councilmembers present: Phyllis Schwab, David Sladek, Jeremy Collier & Kristen Milton Mayor Knoke led the meeting in reciting the Pledge of Allegiance. As required by the Nebraska Open Meetings Act, Mayor Knoke announced that a copy of the Nebraska Open Meetings Act has been posted on the south door of the City Hall meeting room. Motions were made, seconded, and passed unanimously for the following: to open the hearing for the 1-6 plan. to approve the minutes from the November 7th regular meeting. to approve the November Treasurer report. to approve the claims and payroll except for the Friend Community Healthcare System bill. to postpone the Hospital financials until the next meeting. to open the hearing for the Historical Society CDBG grant. Hearing opened at 7:07 pm. to close the hearing for the Historical Society CDBG grant. Hearing closed at 7:14 pm. to approve Resolution 23-08. to allow the Mayor to sign all documents relating to the CDBG Grant. to approve Resolution 23-07. to pay the camera bill for the sewer line. to postpone the appointments by the mayor until the January 2024 meeting. to approve variance recommendation by the Planning & Zoning. to charge the base rate for permit fees according to International Residential Code 2018. to approve the SDL from Ford Banka American Legion Post #183 for December 13, 2023. to close the 1-6 hearing. Hearing closed at 8:01 pm. to hire 2 temporary part time police officers, no benefits up to $24 hourly. 10-hour day weekly. Grant the Mayor permission to hire. to pay for the renewal of Doug Welch’s Wastewater Operators License of $150. to allow repayment of overpayment of payroll for 25 pay periods. to adjourn. ORDINANCE NO. 23-803 AN ORDINANCE TO AMEND CHAPTER 98: NUISANCES OF THE MUNICIPAL CODE OF THE CITY OF FRIEND, NEBRASKA TO CLARIFY THE DEFINITION OF VACANT SEASONAL RESIDENCE; TO REPEAL ALL ORDINANCES IN CONFLICT HEREWITH; TO PROVIDE FOR THE POSTING OR PUBLICATION OF THIS ORDINANCE IN PAMPHLET FORM; AND TO PROVIDE FOR A TIME WHEN THIS ORDINANCE SHALL TAKE EFFECT. Motion by Schwab, seconded by Collier to not grant the variance for construction of Ag building. On roll call aye Milton, Schwab, and Collier. Nays Sladek.
