EXETER-MILLIGAN PUBLIC SCHOOLS STUDENT FEES HEARING AND PARENTAL INVOLVEMENT HEARING FOLLOWED BY REGULAR SCHOOL BOARD MEETING- COMMUNITY CLASSROOM IN EXETER, NEBRASKA WEDNESDAY, JULY 12, 2023 8:00 PM. President A. Erdkamp declared the Student Fees Hearing open at 8:01 pm. Also present were E. Milton, K. Jansky, P. Jurgensen, D. Kalhoff, and Superintendent Sheffield. There were six visitors present. President Erdkamp invited those present to express their support, opposition, criticism, suggestions, or observations regarding the Student Fees Policy for the 2023-24 school year. President Erdkamp declared the Student Fees Hearing closed at 8:03 pm. President Erdkamp declared the Parental Involvement hearing open at 8:03 pm. Also present were E. Milton, K. Jansky, P. Jurgensen, D. Kalhoff, and Superintendent Sheffield. There were six visitors present. President Erdkamp invited those present to express their support, opposition, criticism, suggestions, or observations regarding the Parental Involvement policy proposed for the 2023-24 school year. President Erdkamp declared the Parental Involvement Hearing closed at 8:04 pm. President Erdkamp declared the regular meeting open at 8:04 pm. Also present were E. Milton, D. Kallhoff, K. Jansky, P. Jurgensen, and Superintendent Sheffield. There were six other visitors present. The Nebraska open meetings act was posted Motion by E. Milton and 2nd by K. Jansky to verify that the meeting of the School Board of Exeter-Milligan Public School was duly advertised, and all Board members were notified as to the time and place of the meeting pursuant to Board policy and practice. Motion carried 5-0. Motion by K. Jansky and 2nd by P. Jurgensen to approve the consensus agenda consisting of the Treasurer's report, the regular monthly meeting minutes on June 14, 2023, and the July expenditures. Motion carried 5-0. Public Comment: one comment thanked the board for offering cross country as part of the EMF coop. EMF Coop update - fall practices officially start Monday, August 7th. The coop handbook is complete and was shared with each board member. Superintendent Sheffield shared some information pertaining to the preliminary 2023-24 budget. E-M will see an increase in state aid due to the new foundation aid and will also see an increase in special education reimbursement. Going forward, Supt Sheffield recommended keeping the tax asking the same for the 2023-24 budget year, but to reduce the tax asking the following year. Every six months, the board is to review the Return to School Plan and the usage of the ESSERS (ARP) funds. E-M’s plan has not changed from the last report at the January 2023 meeting. Funds were used to purchase new math and language arts curricula (already completed), add mental health services for students (started in January 2022), and for some classroom technology. We do not intend to change the uses of the funds The Elementary HVAC project pre-meeting/contractor walk-thru is scheduled for Thursday, July 13. From this meeting, a final proposal will be submitted and available for the board to review in August. Superintendent Sheffield shared the 2023-24 EMF Coop handbook with the board. Motion by K.Jansky and 2nd by E. Milton to approve the EMF Coop Handbook as presented. Motion carried 5-0. Since EM does not participate in the federal lunch program, the board adopts the federal guidelines for the free reduced meal program. Motion by E. Milton and 2nd by P. Jurgensen to approve the meal program guidelines for 2023-24 as presented. Motion carried 5-0 Motion by K. Jansky and 2nd by D. Kallhoff to approve the 2023-24 student and staff handbooks. Motion carried 5-0 Motion by D. Kallhoff and 2nd by E. Milton to excuse board member A. Vavra. Motion carried 5-0. The next regular meeting is scheduled for Tuesday, August 8 at 8 pm in the Milligan site Music Room. A work session is scheduled for Tuesday, July 18 at 6:30 PM in the Exeter site Community Classroom. Motion by D. Kallhoff and 2nd by K. Jansky to adjourn the meeting at 8:21 pm. Motion carried 5-0.
