Village of Exeter – Minutes March 5, 2026 The regular meeting of the Exeter Village Board was convened in open and public session on Thursday March 5, 2026 at 7:00 pm at the Exeter Village Office. Notice of the meeting was given by posting 10 days prior at the Exeter Village Office, Post Office, and Generations Bank. Chairperson Alan Michl called the meeting to order. Board members present upon roll call were: Alan Michl, Justin Harre, Jim Anderson, Bob Mueller and Terry Salyer. Clerk Becky Erdkamp recorded the minutes. Chairperson Michl noted that a copy of the Nebraska Open Meetings Act is available in the Village Office for public inspection and review. Visitors present included: Kory Kalhandt Minutes from the previous meeting were reviewed and approved without correction. An accounts payable listing was presented for approval. Harre moved and Salyer seconded the motion to approve invoices as presented. All present voted aye. The total premium for 2026 will be $76,869.00. It is a 3.47% increase from last year. Insurance industry is starting to level out. Kalhandt has been working with Clerk Erdkamp to get FEMA what they need for the August windstorm. It was recommended by Harre to remove the old shed at the Gun Club. Mueller recommended removing the well at the cemetery. New dividends should be coming out in about 3 weeks. The Exeter Volunteer Fire Department voted to approve Meghan Miller as their Secretary/Treasurer upon the retirement of Tim Wilbeck. Becky Erdkamp needs to be added to the Fire and Rescue accounts for the auditors. Mueller moved and Salyer seconded the motion to approve the change of Tim Wilbeck to Meghan Miller and to add Becky Erdkamp to the accounts at Generations Bank. All present voted aye. An estimate from Johnson Service Company for sewer line repairs under the railroad tracks on East Boundary and North Depot and 20 feet near 421 North Union were reviewed. The estimate is for $25,000.00. Michl moved and Mueller seconded the motion to approve the estimate from Johnson Service Company. All present voted aye. Resolution 26-01 A Resolution of the Village of Exeter to Levy a Special Assessment on 115 South River Avenue, Exeter, Nebraska to clean up a nuisance property was reviewed. The total amount to abate the nuisance was $23,137.05. Anderson moved and Mueller seconded the motion to approve Resolution 26-01 as presented. All present voted aye. Resolution 26-02 A Resolution of the Village of Exeter to Levy a Special Assessment on 321 East North Depot Street, Exeter, Nebraska to clean up a nuisance property was reviewed. The total amount to abate the nuisance was $23,224.35. Mueller moved and Anderson seconded the motion to approve Resolution 26-02 as presented. All present voted aye. A Notice of Foreclosure of Tax Liens in the District Court of Fillmore County, Nebraska was reviewed for the Exeter Care Center. The Notice must run in The Nebraska Signal for three weeks before an auction date can be set. None of the delinquent taxes listed in the Notice of Tax Sale for Delinquent Taxes in the Village of Exeter have been purchased. Press releases from Senator Fischer’s appropriations funding were reviewed. The Village of Exeter has been approved for $700,000.00 to pave two blocks of South Depot near Farmers Cooperative. Clerk Erdkamp and Eric Johnson of Fillmore County Development Corporation prepared the application for the 2024 and 2025 years. The Nebraska Department of Transportation will assist with the project. Advertising for pool staff will begin shortly. Several managers and lifeguards have said they plan to return. Hiring will take place during the April village board meeting. Harre discussed the need to hire an additional summer maintenance person. He instructed Mueller and Miller to think about extra work that could be handled by a summer person and to get back to the board in April. Complaints about fowls running large, noise and nuisance enclosures were reviewed. Letters will be sent to the owners. Copies of the 2016 Strategic Plan were passed out. Board members and staff were directed to read them for the next meeting to see what has been accomplished and what still needs to be done. A Fillmore County Sheriff’s Report prepared by Mark McFarland was reviewed. Board members were impressed by the written report and to see how much time is being spent in Exeter. John Mueller presented the Maintenance Report. The Robeson Lot purchased by the Village has been surveyed. The adjoining owner will need to be contacted to remove the fire pit and fencing materials. Trees will be cut down and a small building removed. The Village will continue to mow the lot. Atlas Automation has installed the water controls and network security package at the well. The shop will need a small generator to run the well controls. John will get estimates for that. The Village was awarded a Hazard Mitigation grant for a generator by the east well piped to both wells. The total cost is estimated at $148,850.00. The village would need to match 25% or $36,462.50 for the project. Michl moved and Salyer seconded the motion to approve the grant and match funding. All present voted aye. The Village has been awarded a $12,000.00 Security grant for GPS mapping of water and wastewater. The village will need to match 10%. Updates will run $835.00 per year for software. Harre moved and Anderson seconded the motion to approve the grant and match for the GPS security grant. All present voted aye. Before building a new lagoon, Nebraska Rural Water recommends trying aerators in the lagoons. Sludge would need to be measured before installation at a cost of $1,800.00. Aerators are $5,000.00 each. Six may be needed. Mueller moved and Harre seconded the motion to approve the sludge study and purchase the needed aerators. All present voted aye. Becky Erdkamp presented the Clerk’s Report. Sales tax receipts for December were $18,277.85. Keno receipts for January were $359.85. She has received many compliments from citizens regarding the lines and handicap stalls being painted. Vicki Klemm will be assisting several days during the month of March. Clerk Erdkamp will be attending Municipal Clerk’s School in La Vista March 17-20. Harre would like to get an estimate for a shield and secure door going into the Clerk’s Office. Erdkamp will contact the Sheriff and other towns to see what they use.
