VILLAGE OF EXETER MINUTES MARCH 2025 The regular meeting of the Exeter Village Board was convened in open and public session on Tuesday March 4, 2025 at 7:00 pm at the Exeter Village Office. Notice of the meeting was given by posting 10 days prior at the Exeter Village Office, Post Office, and Generations Bank. Chairperson Alan Michl called the meeting to order. Board members present upon roll call were: Alan Michl, Justin Harre, Jim Anderson, and Terry Salyer. Bob Mueller was absent. Clerk Becky Erdkamp recorded the minutes. Chairperson Michl noted that a copy of the Nebraska Open Meetings Act is available in the Village Office for public inspection and review. Visitors present included: Joe Miller. Minutes from the previous meeting were reviewed and approved without correction. An accounts payable listing was presented for approval. Harre moved and Anderson seconded the motion to approve invoices as presented. All present voted aye. The annual Generations Insurance Group policy renewal was reviewed. The premium has increased by 3.37% over last year’s policy. Suggestions were made to remove some smaller properties. The policy for the fire hall addition and new gun club building are still being added. The cost for the 2025 policy is $71,582.00 through EMC Insurance. Harre moved and Salyer seconded the motion to approve the policy renewal. All present voted aye. A document from Mike Bristol for the updating of the septic system at 519 East South Boundary Street owned by East Boundary Properties LLC was reviewed. The current system is collapsing. John Mueller and Bristol previously discussed existing sewer lines in the area. The closest locations would be 520’ and 550’ and would require open trenching through the track and football field and a pump system would be required to push and lift the sewage due to the length and depth of the manholes. State Law requires a minimum distance of 500’ for a septic tank from a public well. The original existing system is only 420’ from the village well. The new system would be located 520’ from the village well. Harre moved and Anderson seconded the motion to allow for the replacement septic system to be installed. All present voted aye. A discussion was held on pool staffing for the upcoming season. Erdkamp was instructed to advertise the positions with applications due prior to the April meeting. Erdkamp will contact all former lifeguards and managers. She noted that minimum wage increased to $13.50 an hour on January 1, 2025. An estimate from Butzke Construction for coating the existing outside block walls of the fire hall was reviewed. The coating includes grinding and power washing, a base coat with mesh, a skim coat and applying a finishing topcoat. Option #1 also includes a liquid vapor barrier to seal the walls and hanging of 1.5” foam to add R value to the walls. Harre moved and Anderson seconded the motion to approve Option #1 for $34,400.00 which covers all outside walls with the approval from the Rural Fire District too. All present voted aye. A request for donations from the Exeter Milligan Post Prom Committee was presented. Exeter Milligan Community Scholarships donations were also discussed. Harre moved and Salyer seconded the motion to approve donations of $100.00 for post prom and $1,000.00 for scholarships to be taken from Exeter Keno Community Betterment funds. All present voted aye. John Mueller presented the Maintenance Report. Twelve picnic tables have been ordered. They will be divided between the city park and gun club. Joe Miller started as the Assistant Maintenance Supervisor on Monday. They will be finishing the fire hall office space. The motor grader is having issues again. John and Joe will be attending the Nebraska Rural Water Conference March 10-12. Joe will start taking his water and wastewater certification classes. Becky Erdkamp presented the Clerk’s Report. Keno receipts for January were $364.21. Sales tax receipts for December were $16,893.89. Information on Delinquent Taxes within the village was discussed. A listing of delinquent water and sewer accounts will be prepared for writing off. She will work with Power Manager staff to ensure they are removed correctly. Clerk’s School is March 18 – 21 in South Sioux City. The office will be closed during these days. The next meeting will be held on Tuesday, April 8th at 7:00 pm. The meeting adjourned at 7:45 pm.
