VILLAGE OF EXETER MINUTES JUNE 9, 2025 The regular meeting of the Exeter Village Board was convened in open and public session on Monday June 9, 2025 at 7:00 pm at the Exeter Village Office. Notice of the meeting was given by posting 10 days prior at the Exeter Village Office, Post Office, and Generations Bank. Chairperson Alan Michl called the meeting to order. Board members present upon roll call were: Alan Michl, Bob Mueller and Terry Salyer. Jim Anderson and Justin Harre were absent. Clerk Becky Erdkamp recorded the minutes. Chairperson Michl noted that a copy of the Nebraska Open Meetings Act is available in the Village Office for public inspection and review. Visitors present included: Mark McFarland, Brendon Kegin, Steve Parr, Eric Gonzales, Brittany Lozdoski and Rhonda Stokebrand. Minutes from the previous meeting were reviewed and approved without correction. An accounts payable listing was presented for approval. Mueller moved and Salyer seconded the motion to approve invoices as presented. All present voted aye. Steve Parr and Eric Gonzales from JEO Consulting Group presented the One and Six Year road plan for review to see if any changes were needed for the year 2025. It was noted that Clerk Erdkamp resubmitted the appropriations application to Senator Fischer’s office for consideration of funding part of the East South Deport paving project by Farmers Cooperative. Mark McFarland and Brendon Kegin of the Fillmore County Sheriff’s Department presented an update to the village board. Discussion was held on having the Sheriff’s department enforce village ordinances dealing with abandoned vehicles, semi parking on streets, mowing letters and nuisance properties. Discussion was also held on the existing Interlocal Agreement with the Village of Fairmont for police services. Mitch Schlegelmilch appeared before the board to discuss the property located at 521 South Empire Avenue. He has purchased the property and would like to have the fire department burn the structure. Joe Miller will contact the asbestos inspector. Schlegelmilch was instructed to remove the slate siding. He has found two cisterns on the property and will fill them with sand. Brittany Lozdoski of 1 To 1 Technologies presented a proposal for IT infrastructure and cybersecurity for the village office and maintenance shop. Upgrades are needed for the clerk’s computer and two laptops are needed for the maintenance shop. Estimate for the needed upgrades is $1,444.46. Estimates for monthly cloud backup, managed IT support and virus and malware protection for four users is 560.00 per month. All systems will be scanned daily. Mueller moved and Salyer seconded the motion to approve the estimate with 1 To 1 Technologies. All present voted aye. The agenda item of the Gun Club Lease was tabled until the July board meeting. Brandi Perez discussed taking over the Exeter Village blog from Leesa Bartu. Due to time constraints Leesa can no longer the updates. They will work together to make the transition. Rhonda Stokebrand asked the board to consider installing a handicapped lift at the swimming pool since there are now two amputees utilizing the pool this summer. Prices will be obtained, and grants sources will be investigated. It was noted that there is a waterproof wheelchair available for public use in the bathhouse that can be used in the zero entry portion of the pool. Alan Michl discussed funding to finish the fire hall project. Shelving and office furniture are still needed. There is enough in the bond proceeds to cover the rest of the expenses. Discussion was held on the EMC Insurance audit of the library/city office, senior center and fire hall buildings. Several recommendations were reviewed. Clerk Erdkamp will work with Kory Kahlandt to respond to the audit. Thrasher will be contacted to give an estimate to repair the basement walls in the library/city office building. Mold remediation will also be investigated. John Mueller presented the Maintenance Report. Coolant is leaking in the generator at the lift station. The estimated fix is $1,252.64. A new pool vacuum is needed. Estimates are anywhere from $2,400.00 to $4,100.00. A decision will need to be made soon regarding the sewer updates to meet new ammonia requirements. Engineering fees for water main repairs on Burlington Avenue under Highway 6 will be $29,800.00. Becky Erdkamp presented the Clerk’s Report. Sales tax receipts for March were $11,133.67. Keno receipts for April were $251.83. Mowing letters continue to be sent out. Nuisance property letters have been sent. Budget preparation is under way.
