Village of Exeter – Minutes June 8, 2026 The regular meeting of the Exeter Village Board was convened in open and public session on Monday June 8, 2026 at 7:00 pm at the Exeter Village Office. Notice of the meeting was given by posting 10 days prior at the Exeter Village Office, Post Office, and Generations Bank. Chairperson Alan Michl called the meeting to order. Board members present upon roll call were: Alan Michl, Bob Mueller and Terry Salyer. Jim Anderson and Justin Harre were absent. Clerk Becky Erdkamp recorded the minutes. Chairperson Michl noted that a copy of the Nebraska Open Meetings Act is available in the Village Office for public inspection and review. Visitors present included: Taylor Kahlandt and Tara Due. Minutes from the previous meeting were reviewed and approved without correction. An accounts payable listing was presented for approval. Salyer moved and Mueller seconded the motion to approve invoices as presented. All present voted aye. Jordan Pella has spoken with Taylor and has the funding to purchase the shade in memory of Sara Pella. The Community Club would like to purchase a plaque in memory of Sara to be displayed on the shade. John Mueller will get estimates for the shade and installation. Kahlandt provided an update on the POET grant that Brittney Becker applied for on behalf of the Community Club. The grant was approved for $1,300.00 to purchase a swinging bench for the park. The Exeter Area Foundation will pay for any additional expenses for the swing. Bob Mueller spoke with the board regarding a disc golf course at the park. The Exeter Area Foundation would be interested in assisting with the funding. The cost for a three hole course is $4,295.00 and a nine hole course is $9,585.00. The estimate includes a 25 year warranty for the equipment. The warranty does not cover vandalism. The village board would like to see a course layout before approval. Mueller will assist in getting Google Map pictures to the company to design a course. Clerk Erdkamp presented the Nebraska Department of Transportation Program Agreement for the Exeter Paving Improvements Project No DPS-30(16) Control No. 43074 for the repaving of South Depot between Main Street and the intersection of Burlington Avenue. Village Attorney Katie Spohn and JEO Consulting Group have also reviewed the agreement and saw no issues with it. Resolution 26-05 SIGNING OF PROJECT PROGRAM AGREEMENT – BL2625 was presented. Mueller moved and Salyer seconded the motion to approve Resolution 26-05. All present voted aye. Discussion was held on the purchase of a Self-Contained Breathing Apparatus for the Exeter Volunteer Fire Department. Ten new packs are needed. Each pack costs $10,000.00. The Fire Department has received grants to pay for eight of the packs. The Fire Department is requesting the Village pay for one and the Rural Fire District pay for the other. Salyer moved and Mueller seconded the motion for the Village to pay for one of the packs. All present voted aye. Erdkamp presented an estimate from 1 To 1 Technologies for a new Dell computer, monitor, keyboard and mouse for the Village Clerk. The estimate is for $1,279.97 installed. The board directed Erdkamp to order the new computer. Requests for funding from Keno Community Betterment have been received for the EMF 5K Cancer Run/Walk and pool prizes for Exeter Days. Michl moved and Mueller seconded the motion to approve $100.00 for each request from keno funds. All present voted aye. Clerk Erdkamp updated the board on FEMA applications from the August 9, 2025 windstorm. The Village will be receiving $14,199.00 debris removal, $20,715.78 for the generator at the fire hall and $2,327.64 for administrative costs. Erdkamp will participate in a Recovery Transition Meeting on June 9th to finalize the application. Clerk Erdkamp presented handouts provided by Perennial Public Power District regarding the 2016 Wholesale Power Contract with Nebraska Public Power District. If board members have more questions a representative from Perennial will attend a future meeting. Examples of rooster/fowl ordinances from the City of Friend and the City of Geneva were reviewed. The board would like to pursue a ban on roosters. Erdkamp will contact the village attorney to draft an ordinance. A lengthy discussion was held on the use of electric scooters, mini-bikes, ATVs, UTVs, and golf carts being driven on the sidewalks and streets. Community members have noted many complaints and concerns. It is illegal for anyone to ride a minibike on the streets, sidewalks or parks. You must have a valid Class O operator’s license or farm permit and have liability insurance coverage to operate an ATV, UTV or golf cart on the streets. Copies of existing ordinances can be obtained in the village office for parents to discuss with their children. The riding of electric scooters and bikes on the downtown business district sidewalks is dangerous as people coming out of doorways risk being hit by the riders. Semi-tractor and trailer parking were also discussed. It is unlawful for any person to park a semi-tractor or trailer on residential streets for longer than two hours. A Marshal’s Report prepared by Fillmore County Sheriff Mark McFarland was reviewed. John Mueller presented the Maintenance Report. A $800.00 estimate for a landscape rake to use on the tractor was discussed. It would be used for cleaning up nuisance properties. The mosquito fogger is being repaired at Nick’s Farm Store. A new fogger costs $15,000.00. The pool is holding water with the repairs that were made. The loader needs new hoses. Becky Erdkamp presented the Clerk’s Report. Sales tax receipts for March were $20,125.76. Keno receipts from April were $243.99. Erdkamp will be attending the Municipal Accounting and Finance Conference hosted by the League of Municipalities June 17th through the 19th. Vicki Klemm will be in the office for part of the day on the 17th and 18th. The next meeting will be held on July 7th at 7:00 pm. The meeting adjourned at 8:35 pm. Becky S.
