Village of Exeter Minutes January 7, 2026 The regular meeting of the Exeter Village Board was convened in open and public session on Wednesday January 7, 2026 at 7:00 pm at the Exeter Village Office. Notice of the meeting was given by posting 10 days prior at the Exeter Village Office, Post Office, and Generations Bank. Chairperson Alan Michl called the meeting to order. Board members present upon roll call were: Alan Michl, Justin Harre, Bob Mueller and Terry Salyer. Jim Anderson was absent. Clerk Becky Erdkamp recorded the minutes. Chairperson Michl noted that a copy of the Nebraska Open Meetings Act is available in the Village Office for public inspection and review. Visitors present included: Lisa Jacobsen, Brandon Lehman, Spencer Papik, Shaundee Graham, Mitch Schlegelmilch and Eric Milton. Minutes from the previous meeting were reviewed and approved without correction. An accounts payable listing was presented for approval. Harre moved and Mueller seconded the motion to approve invoices as presented. All present voted aye. Lehman stated that the existing contract with NPPD goes through 2035 and that Perennial is still in negotiations with NPPD on the 2026 contract. The existing contract was for 20 and the new contract is for 35 years. Lehman stated that NPPD has always been good with rates and that investments need to be made on the power grid. Ultimately the rate payers will pay for the power grid. Negotiations have been a long process with NPPD. Perennial is looking into qualified local providers such as wind, solar and battery options. Some are going with 3rd party providers. Only four have not signed the new contract out of forty seven. The Perennial Board of Directors makes the final decision on signing the contract. The village board questioned what the options would be for the Village of Exeter if Perennial does not sign with NPPD? Perennial has implemented a 5% rate increase that was effective on October 1, 2025. What will happen to the rates if they do not sign with NPPD? If NPPD has some of the lowest rates in the nation what is the point of not signing the contract? Lehman stated that they are still trying to negotiate with NPPD. The deadline to sign the contract was October 31, 2025. Questions were also asked about the Demand Fee on the bills. How is the Demand Fee figured? The Village receives fourteen bills per month from Perennial. All but one bill has the Demand Fee. Streetlights are unmetered so that is the only bill that does not have the Demand Fee. Fillmore County Zoning Administrator Shaundee Graham presented a Lot Split for Lots 5 and 10, Original Town, Exeter, Nebraska. The lots will be divided into three parcels. Plans are for homes to be built on two of the parcels. The split meets all regulations of Fillmore County. Mueller moved and Harre seconded the motion to approve the Lot Split as presented. All present voted aye. An estimate from Notch Manufacturing Inc for a dual grapple root bucket to be used on the Cat loader was reviewed. The estimate for the bucket was $6,621.00 delivered. Harre moved and Mueller seconded the motion to purchase the grapple bucket for $6,621.00. All present voted aye. The program for the League of Municipalities Midwinter Conference was reviewed. All board members will be attending along with Clerk Erdkamp. The conference will be held February 23rd and 24th in Lincoln. Clerk Erdkamp was instructed to send in the registrations and payment. An update on the property at 115 South River Avenue was given. Bob Mueller will talk to Village Attorney Katie Spohn to see if existing liens can be removed. The Village will be filing a lien on the property once the demolition is complete and all invoices are totaled. No Marshal’s Report was presented. The Sheriff’s Office has been assisting with the removal of junk vehicles at 321 East North Depot so demolition can begin on the house and garage. John Mueller presented the Maintenance Report. The board may want to consider purchasing a dump trailer and bigger excavator if we are going to continue demolition of nuisance properties. The pool pump is getting new seals in Omaha. The fire hydrant repairs are completed by the Legion. Perennial is redoing the line by the cemetery through the field. Five trees will need to be removed. Becky Erdkamp presented the Clerk’s Report. Sales tax receipts for October were $25,420.93. Keno receipts for November were $195.04. An estimate from Business World for a desk, hutch, storage units, office chair and lights for $7,588.60 was presented. Michl moved and Salyer seconded the motion to purchase the desk and accessories. All present voted aye. Business World will install the desk as part of the estimate. The next meeting will be held on Wednesday, February 4, 2026 at 7:00 pm. The meeting adjourned at 8:00 pm.
