Village of Exeter – Minutes February 4, 2026 The regular meeting of the Exeter Village Board was convened in open and public session on Wednesday February 4, 2026 at 7:00 pm at the Exeter Village Office. Notice of the meeting was given by posting 10 days prior at the Exeter Village Office, Post Office, and Generations Bank. Vice Chairperson Justin Harre called the meeting to order. Board members present upon roll call were: Justin Harre, Jim Anderson, Bob Mueller and Terry Salyer. Alan Michl was absent. Clerk Becky Erdkamp recorded the minutes. Vice Chairperson Harre noted that a copy of the Nebraska Open Meetings Act is available in the Village Office for public inspection and review. Visitors present included: Rhonda Stokebrand. Minutes from the previous meeting were reviewed. Harre noted that in paragraph three the sentence “Only four have not signed the new contract out of forty seven.” should read “Only four have not signed the new contract out of fifty eight.” Salyer moved and Mueller seconded the motion to approve the minutes with the noted correction to paragraph three. All present voted aye. An accounts payable listing was presented for approval. Harre moved and Salyer seconded the motion to approve invoices as presented. All present voted aye. The County will approve the building permit but wants the Village Board to be aware that there is only an 8 foot setback for the backyard. In new construction there should be a 20 foot setback, but since there is already an existing patio the permit will be approved. Waldron has spoken to the adjoining property owner. The Board members did not have an issue with the addition to the patio. The annual library report prepared by Cindy Markowski was reviewed. Harre noted that the library went from a bronze to silver status with the Nebraska Library Commission because of all the activities they do. An update was provided on the Exeter Car Center. The property is for sale on Hibid online auctions. There are currently $33,827.96 in back taxes due on the property. The land is currently valued at $27,075.00 and the building is valued at $0 by the County Assessor’s Office. Erdkamp was instructed to stay in contact with the Village Attorney, Katie Spohn, to see if we can proceed with condemning the building. Harre will check with Dan Aude to see if he can inspect the building. Mueller moved and Anderson seconded the motion to proceed with condemning the building if the attorney agrees. All present voted aye. Discussion was held on the vehicles located at 113 North River Avenue. At last count there were 19 vehicles at the location. Attorney Spohn has advised the board to take pictures, and she will draft letters for the junked vehicles to be removed. Harre moved and Mueller seconded the motion to approve the letters be drafted to start the process of removal. All present voted aye. The Exeter Volunteer Fire Department would like to host a Beer, Pizza and Puzzle fundraiser on March 7th at the Fire Hall. The money raised will be used to purchase grass rig equipment. Mueller moved and Anderson seconded the motion to approve the fundraiser on March 7th. All present voted aye. Delinquent water bills were discussed. Due to the lack of zoning when a duplex was built there are currently two properties on one line. It was noted that the owners will need to be contacted if accounts are not made current. Going forward either the owner will have to pay for the water and sewer services or separate lines will need to be installed. Other accounts that are past due can be disconnected once delinquent notifications are mailed. Becky Erdkamp presented the Clerk’s report. Sales tax receipts for November were $15,182.99. Keno receipts for December were $252.62. The annual audit continues. Personnel Policies need to be updated for carry over vacation hours. A Deputy Clerk position was discussed. Erdkamp would like to continue working with Vicki Klemm for the time being. John Mueller presented the Maintenance Report. Mueller and Miller will photograph the junk vehicles at 113 North River Avenue to send to the attorney. Mueller will obtain estimates on the shop door as it will no longer open on the bay with the motor grader. Mueller has passed the Mosquito fogging class and will be certified for another 3 years. Miller will take the class next week to become certified too. Miller has completed backflow courses. FEMA paperwork for the August windstorm is nearly complete. We are still waiting for letters from EMC Insurance to submit. The Village was awarded a $12,000.00 security grant for new mapping for water and sewer services. They will be able to update the maps themselves with a new handheld GPS unit. The Robeson Lot will need to be surveyed so that trees can be removed.
