VILLAGE OF EXETER MINUTES AUGUST 12, 2025 The regular meeting of the Exeter Village Board was convened in open and public session on Tuesday August 12, 2025 at 7:00 pm at the Exeter Village Office. Notice of the meeting was given by posting 10 days prior at the Exeter Village Office, Post Office, and Generations Bank. Chairperson Alan Michl called the meeting to order. Board members present upon roll call were: Alan Michl, Justin Harre, Jim Anderson, Bob Mueller and Terry Salyer. Clerk Becky Erdkamp recorded the minutes. Chairperson Michl noted that a copy of the Nebraska Open Meetings Act is available in the Village Office for public inspection and review. Visitors present included: Brandi Perez, Brenda Motis, Hannah Kelch, Eric Johnson, Dustin Weber and Rhonda Stokebrand. Minutes from the previous meeting were reviewed and approved without correction. An accounts payable listing was presented for approval. Harre moved and Mueller seconded the motion to approve invoices as presented. All present voted aye. There are currently no grant funds available to assist with this. During the August 9th wind storm the generator at the fire hall was damaged. Estimates to replace the existing generator to a 26kw, dual fuel generator that can run the entire fire hall is $13,000.00 with minimal rewiring needed. Dustin Weber of the Rural Fire District will communicate with his board to see if they are interested in helping to purchase a new unit. A Conditional Use Permit application from Jerry and Hannah Kelch was reviewed. The Fillmore County Planning Commission recommends the approval of the permit. The Kelch’s are planning to build an accessory building on their property at 319 West Cheyenne Street. The building dimensions are 26 feet X 42 feet with a height of 14 feet. Mueller moved and Michl seconded the motion to approve the permit. All present voted aye. Brenda Motis presented an update on the Exeter Senior Center. She noted that the aging population is expected to increase by 12% in the next 5 years. Social connections are critical to keeping seniors healthy. Amanda Votipka has started an exercise class for seniors one morning a week. Peg Becker is doing blood pressure checks. Heritage Crossings provides one free meal per month. Sweetwater Bar provides lunches at the Senior Center each Tuesday. The Senior Center participated in Exeter Days by having a float in the parade and hosting Bingo. They plan to continue to have the Senior to Senior breakfast before graduation if the coordination can be worked out. Eric Johnson of Fillmore County Development Corporation asks that people that received housing rehab grants report to him if they had storm damage. He is waiting to hear if the Village of Exeter will receive appropriations money from Senator Fischer’s application that was filled out in 2024 and again in 2025. The applications still must pass in the US Senate. The application is for repaving two blocks of South Depot by the Farmers Cooperative. Gerald Slezak was on the agenda to speak about a recycling program but did not appear. The agenda item was tabled. The One & Six Year Road Plan was reviewed. No changes were made to the plan that was prepared by JEO Consulting Group. Documents pertaining to the bankruptcy & settlement case involving Purdue Pharma were reviewed. Village attorney, Charley Campbell was given consent to vote to accept on behalf of the village. An estimate for a 2004 John Deere 672G motor grader listed for $89,500.00 was reviewed. Board members Michl and Mueller along with maintenance personnel went to look at the machine in Grand Island. Harre moved and Salyer seconded the motion to purchase the motor grader. All present voted aye. Discussion was held on the water tower lid. The cost of having a structure engineered to create a gazebo has become prohibitive. Mueller moved and Anderson seconded the motion to discard the lid for scrap metal. All present voted aye. A copy of the program for the League of Municipalities Annual Conference was reviewed. Clerk Erdkamp will make reservations for those wishing to attend. Annual bonuses of $100.00 for pool staff were discussed. Harre moved and Anderson seconded the motion to approve the bonus for all staff of the pool. Voting aye: Michl, Salyer, Harre and Anderson. Voting nay: Mueller. No Marshal’s Report was presented. John Mueller presented the Maintenance Report. Schoch Concrete Construction of Benedict presented a bid to paint lines, curves and handicapped stalls on the streets. The estimate for the downtown area is $2,621.60. Harre moved and Mueller seconded the motion to approve the estimate for downtown. All present voted aye. Lines and handicapped stalls have also been requested at the swimming pool. Estimates for parking at the three churches were prepared and will be given to each church. They will be responsible for paying to have their lines painted if they choose. Alan Michl got a price to have a grapple bucket made for the loader. The estimate was $13,608.80. A skid loader was rented during the storm clean up. A Vermeer Vacuum trailer is selling on Purple Wave until September 11th. Mueller was instructed to watch the bidding and go up to $25,000.00 if needed. Mueller will obtain an estimate for a generator at the well. He looks for it to be around $40,000.00. Board member Harre commented that these items need to be considered in the budget before any decisions are made. Becky Erdkamp presented the Clerk’s Report. She was instructed to pay for the motor grader out of the road fund. Sales tax receipts for May were $14,594.65. Keno receipts for June were $116.18. She continues to work on the budget preparation with HBE CPAs. The next meeting will be held on Wednesday, September 10th at 7:00 pm. The meeting adjourned at 8:20 pm. Becky S.
