Village of Exeter – Minutes April 7, 2026 The regular meeting of the Exeter Village Board was convened in open and public session on Tuesday April 7, 2026 at 7:00 pm at the Exeter Village Office. Notice of the meeting was given by posting 10 days prior at the Exeter Village Office, Post Office, and Generations Bank. Chairperson Alan Michl called the meeting to order. Board members present upon roll call were: Alan Michl, Bob Mueller and Terry Salyer. Jim Anderson and Justin Harre were absent. Clerk Becky Erdkamp recorded the minutes. Chairperson Michl noted that a copy of the Nebraska Open Meetings Act is available in the Village Office for public inspection and review. Visitors present included: Kiley Wiechman, Eric Johnson, and Sergeant Nicholas Schleich. Minutes from the previous meeting were reviewed and approved without correction. An accounts payable listing was presented for approval. Mueller moved and Salyer seconded the motion to approve invoices as presented. All present voted aye. Discussion was held. Michl moved and Salyer seconded the motion to approve the audit as presented. All present voted aye. HBE CPAs will submit the required documents to the Nebraska State Auditor. Eric Johnson of Fillmore County Development Corporation appeared before the board to give an update. He noted that they now have twelve board members, five of which are new. With budget cuts at the state level the Department of Economic Development is losing staff and funding. SENDD and other local organizations are looking at pooling funds so the state cannot raid them. Johnson is looking for federal funds to help pay for radios for the county. Nicholas Schleich presented the Marshal’s Report. They have been checking the doors to businesses at night to make sure everything is locked. Citizens have commented on the increased presence of the department in town. Discussion was held on engineering services for the paving project on South Depot being supervised by the Nebraska Department of Transportation. Mueller moved and Salyer seconded the motion to approve JEO Consulting Group as the Preliminary Engineer (PE). All present voted aye. Mueller moved and Salyer seconded the motion to approve JEO Consulting Group as the Environmental Engineer (NEPA). All present voted aye. A Master Lease-Purchase Agreement from Kinetic Leasing for the 2026 Hurco Vac600D Trailer Vac was reviewed. The first payment of $19,162.00 is due with the return of the signed documents. Michl moved and Mueller seconded the motion to approve Resolution 26-03 the lease agreement to lease/purchase the vac trailer. All present voted aye. An EMC Insurance dividend for $12,166.81 was reviewed. Pool Manager and lifeguard applications were reviewed. Mueller moved and Michl seconded the motion to hire Troy Kallhoff, Kierra Papik, Anna Sluka and Tara Due as managers and Lily Jeffries, Addison Petzoldt, Deacon Erdkamp, Kaydence Haase, Ensley Stahl, Kayden Bolejack and Rebecca Scott as lifeguards on the condition that all required certifications are obtained prior to the pool opening on Memorial Day. All present voted aye. Discussion was held on wages for pool staff for the 2026 season. Nebraska minimum wage has increased to $15.00 per hour. As a political subdivision the Village is not required to follow the minimum wage requirement but has in past years. Based on years of services Mueller moved and Salyer seconded the motion to pay $15.00 per hour to Deacon Erdkamp, Kaydence Haase, Kayden Bolejack, Ensley Stahl, and Rebecca Scott, $15.50 per hour to Lily Jeffries and Addison Petzoldt, and $16.50 an hour to the managers Troy Kallhoff, Kierra Papik, Anna Sluka and Tara Due. All present voted aye. Requests from pool staff were discussed. A smoker’s receptacle for adult swimmers, new table for the office and three umbrellas repaired or replaced have been requested. Mueller was instructed to order the items requested. The estimate from Johnson Service Company for additional work of sewer lining was reviewed. Since they will not be able to start the proposed work until later in the summer or fall, they can bill the second phase into the next budget year. Salyer moved and Mueller seconded the motion to approve the $16,150.00 estimate for work in the alley behind the Legion between Exeter Avenue and Burlington Avenue. All present voted aye. The date for the Spring Clean Up Dumpster was set for Saturday May 2, 2026. Citizens can bring items to the village shop between the hours of 8:00 am until 2:00 pm unless the dumpster is full sooner. A request by St. Stephen’s Church to close portions of Osceola, Otoe and Empire around the parish hall for their parish picnic on June 7, 2026 was discussed. Mueller moved and Salyer seconded the request to approve the closing of the streets around the parish hall on June 7th. All present voted aye. A request for donations for the Broadcasting Love for the Johnson Family Benefit was reviewed. Michl moved and Mueller seconded a motion to donate a family pool pass for the silent auction. All present voted aye. John Mueller presented the Maintenance Report. The vac trailer has arrived. They worked with the sheriff’s department and Derek Axline to remove the junked vehicles at 113 North River Avenue. Joe Miller has passed the backflow, additional water and wastewater and mosquito classes. Becky Erdkamp presented the Clerk’s Report. Sales tax receipts for January were $12,734.21.
