Regulatory Requirements: Requirements of Community Development Block Grant Regulations indicated in the enclosed CDBG Manual Attachments 1, 3, 3a, 3b, 4, and 5, as well as the Davis-Bacon Federal Labor Standards Provisions (including current wage determination) and the Build America, Buy America (BABA) Act shall govern submittal, opening, and award of bids. 1. The project is receiving Grant funds which requires compliance with Davis-Bacon wage rates; the Build America, Buy America guidance; and other documentation. Refer to the included CDBG requirements. G. Project Description: The overall project is a 3,856 sf, three-story addition to an historic masonry building, divided into two phases. This current project is the first of the two phases; it is limited to the first floor concrete pad (2,337 sf footprint) and it’s footings and foundations. The scope will include necessary site grading, footings and foundations, elevator pit and cover, exterior ramp and stair, railings, minor parking lot grading and paving, and rough-ins for future mechanical, electrical, and plumbing utilities. The entire project is intended to create an accessible entrance for the second floor Opera House, which is to be remodeled in a future project. The addition will include an exterior entrance plaza with ramp and stair for access to an entrance lobby, elevator, accessible restrooms, catering kitchen, space for mechanical units for the future renovation of the Opera House, and mechanical and storage spaces. Bidders will be required to provide Bid security in the form of a Bid Bond of a sum no less than 5 percent of the Bid Amount.
