FRIEND CITY COUNCIL MINUTES-REGULAR MEETING DECEMBER 3, 2024 Mayor Knoke called the regular meeting of the City Council to order at 7:00 p.m. Councilmembers were present: Kristen Milton, David Sladek, Phyllis Schwab & Jeremy Collier. Mayor Knoke led the meeting in reciting the Pledge of Allegiance. As required by the Nebraska Open Meetings Act, Mayor Knoke announced that a copy of the Nebraska Open Meetings Act has been posted on the south door of the City Hall meeting room. Motions were made, seconded, and passed unanimously for the following: to approve the minutes from both November 4th, 2024 regular meeting, and November 19th, 2024 special meeting to approve November 2024 Treasurer report to approve claims and payroll to approve Hospital Financial Reports from both October and November 2024 to adjourn old council meeting. David Sladek and Kristen Milton, re-elected council members in the November 5, 2024 election, being elected for a four-year term, read and signed their respective official oath of office. Mayor Knoke announced that next on the meeting agenda was to elect the president of the Friend City Council. Motion was made, seconded, and passed to nominate Kristen Milton for Council President and to cease nominations. All Present voting aye. The re-elected President of the Friend City Council for 2025 is Kristen Milton. Motions were made, seconded, and passed unanimously for the following: to continue the same appointments to committees to postpone discussion of Paul Johansen’s bill to approve Shandera purchase creating subdivision of Maceo property to table discussion of Employee Handbook Review, Employee Benefits, and Interim Clerk Help/Training until later in the meeting to approve taking out $1.5 million in bond, $500k in Money Market account, and CD for remaining funds to contact Nebraska Sign to complete repairs on neon sign to send city workers and council member to applicable conferences to send deputy clerk to Clerk School to enter executive session at 9:00pm to exit executive session at 9:44pm to approve contracting Interim Clerk Help/Training up to 26 hours per month to adjourn. Megan Shada & Jason Combs from Miller & Associates presented about the Comprehensive Plan. No action taken. Discussion about Year-End Certification of City Street Superintendent. No action taken.
