VILLAGE OF EXETER MINUTES MARCH 7, 2023 The regular meeting of the Exeter Village Board was convened in open and public session on Tuesday March 7, 2023 at 7:00 pm at the Exeter Village Office. Notice of the meeting was given by posting 10 days prior at the Exeter Village Office, Post Office, and Generations Bank. Chairperson Alan Michl called the meeting to order. Board members present upon roll call were: Alan Michl, Justin Harre, Jim Anderson, Bob Mueller and Kim Gloystein. Clerk Becky Erdkamp recorded the minutes. Chairperson Michl noted that a copy of the Nebraska Open Meetings Act is available in the Village Office for public inspection and review. Visitors present included: Dean Lif, Rose Pinkman, Rhonda Stokebrand, Leesa Bartu, Kory Kalhandt and Michael Schultes. Minutes from the previous meeting were reviewed and approved without correction. An accounts payable listing was presented for approval. Harre moved and Anderson seconded the motion to approve invoices as presented. All present voted aye. Rose Pinkman and Dean Lif of HBE CPAs & Consultants presented a power point of the annual audit review for fiscal year 2021 - 2022. It was noted that the Village did not exceed their budget for the year. Clerk Erdkamp continues to add all accounts to the bank reconciliation module in the Power Manager software. Outside accounts for the fire, rescue and cemetery boards will be added to the computer system also. Mueller moved and Gloystein seconded the motion to approve the audit report as presented. All present voted aye. Michael Schultes of JEO Consulting Group reviewed the Water Main Replacement Engineering Agreement for the Highway 6 and Exeter Avenue project. Estimated fees for JEO are $23,300.00. Anderson moved and Mueller seconded the motion to approve the Agreement with JEO. All present voted aye. Michael Schultes of JEO Consulting Group presented Preliminary Engineering Report for the Wastewater Lagoon System. Due to new standards for ammonia and E. Coli limits within the National Pollutant Discharge Elimination System permit that the Village holds upgrades to the wastewater system will have to be made within the next four years. The current lift station and lagoons were built in 1985. Lift station equipment is original and in need of replacement. Estimated cost for upgrading the lift station are $537,000.00. Alternatives for updating the lagoons to meet new NPDES permit standards include land application (pivots), lagoon expansion and lagoon improvements that include installing secondary ammonia treatment and disinfection equipment on the existing lagoons. Estimates for those options range from $1,111,000.00 to $2,091,000.00. The Village Board has three years to plan to meet the new standards and four and a half years to complete the project. A lengthy discussion was held with no decision made on which alternative to proceed with. Kory Kalhandt of Generations Insurance Group reviewed the annual insurance premium of $61,957.00. The premium cost is down 8.77% from last year. The Wind/Hail Occurrence Deductible has increased to $10,000.00. All other deductibles remain at $1,000.00. Total Property Value for the Village is listed at $4,330.775.00 which is an automatic inflation increase from $3,815,167.00 from last year. Michl presented a request from the Nebraska Liquor Control Commission to approve Christopher C. Sieck as the new corporate manager for Casey’s Retail Company for License Number D-111579 at Casey’s 1603 in Exeter. All paperwork has been submitted and approved by the Liquor Control Commission. Harre moved and Mueller seconded the motion to approve Christopher Sieck as the new corporate manager. All present voted aye. A tax sale certificate for Parcel ID: 0300000805 owned by Larry Robeson was reviewed. The County Treasurer will notify the Village when it comes up for sale. The Village will continue to mow the property. Summer help applications were reviewed. Harre moved and Anderson seconded the motion to hire Sara Pella, Anna Sluka, Jaiden Papik, Stacy Kirchhoff, Kelsey Yates, Emma Olsen, Savannah Horne, Draven Payne, Andrew Vavra, Troy Kallhoff and Jozie Kanode to work at the swimming pool. All present voted aye. Wages will be discussed at the April meeting. The Spring Clean Up Dumpster will be available at the Village Shop on May 20, 2023 from 8:00 am until 2:00 pm. Discussion was held on donation requests received. Harre moved and Mueller seconded the motion to donate $100.00 to the Exeter-Milligan Post Prom Committee and $750.00 to the Exeter-Milligan Public Schools Community Scholarship Committee from Keno Community Betterment Funds. All present voted aye. A request from the Fillmore County Development Corporation for annual dues was reviewed. Harre moved and Michl seconded the motion to donate $1,500.00 for annual dues. Voting aye: Gloystein, Michl and Harre. Voting nay: Mueller and Anderson. No Marshal’s Report was received. Clerk Erdkamp has been working with the Fillmore County Sheriff’s Department on the nuisance property at 209 East Maplewood. Mueller and Salyer cleaned up the trash on the deck and in the yard at the direction of Village Attorney Charley Campbell. John Mueller presented the Maintenance Report. The grinder has been repaired at the lift station. The ballfield shed is finished. They will begin working on the batting cage soon. He will have the main drain tested at the pool. The concrete will be repaired where water mains have broken. He will be attending the Nebraska Rural Water Conference in Kearney March 13 - 15. Becky Erdkamp presented the Clerk’s Report. Sales tax receipts for December were $30,055.86. Keno receipts from January were $256.88. She will be attending Municipal Clerk’s School in Kearney March 15 – 17.
